Department Overview

IFC’s Transaction Advisory Services Department (CTA) consists of two business lines:

  • PPP Transaction Advisory (C3P) offers transaction advisory services to governments/public entities to assist them in partnering with the private sector in sustainable long-term infrastructure projects through designing and structuring PPP transactions able to provide solutions to the countries’ economic and social constraints through delivering high-quality, affordable, and efficient public and social services. Projects are typically in electricity, water and sanitation, solid waste, transportation, telecommunications, social housing, health, and education sectors.
  • Corporate Finance Services (CFS) has three key product offerings:
    • M&A Advisory: advising on buy-side/sell-side transactions
    • Equity Mobilization Program (EMP): supporting third-party equity mobilization alongside IFC investment
    • Asset monetization involving listed or listing public entities

CTA mobilized $6B of private investment in FY25, translating into almost 25% of IFC’s total core mobilization. Drawing on over 30 years of experience and over 120 staff across the globe, CTA currently manages over 100 active client engagements.

Africa has 25 to 30 staff distributed in five regional hubs in Cairo, Johannesburg, Nairobi, Abidjan, and Abuja. The CTA department is expected to continue playing a leading role in mobilizing private capital on behalf of the IFC.

Focus Areas

The CTA team focuses on advising on the following types of transactions across all infrastructure sectors:

  • Public-Private Partnerships (e.g. BOT-type concessions)
  • Restructuring and privatization of state-owned enterprises
  • Corporate finance activities (equity raising, M&A, pre-IPO support)

PPP Transaction Advisory is seeking an (Associate) Investment Officer with relevant experience to support the Southern Africa (SA) CTA hub, which includes 12 countries, including South Africa, Comoros, Eswatini, Lesotho, Madagascar, Mauritius, Seychelles, Angola, Botswana, Mozambique, Namibia, and Zimbabwe.

The (Associate) Investment Officer (“IO”) will support primarily the C3P team in business development and execution of mandates, and the CFS team based on business needs. He or she will report directly to the SA Hub Leader and the Regional Manager for CTA in Africa.

Roles and Responsibilities

The Investment Officer’s work will involve the implementation of advisory mandates of a variety of types. Main tasks include support to business development, interaction with clients, hiring of consultants, preparing and potentially delivering presentations, elaboration of financial modelling, and overseeing technical due diligence. The Investment Officer will participate in structuring transactions and managing bidding processes. Duties include, but are not limited to:

  • Contribute to origination and marketing activities across the Southern Africa hub, including preparation of pitch books and collaboration with IFC regional management and WBG teams to identify opportunities based on country strategies and market creation potential
  • Support development of client relationships, undertake project scoping as needed, prepare commercial presentations, and engage in mandate negotiations
  • Prepare and review memos and documentation for internal approvals and consultant procurement processes, and manage project budgets
  • Develop understanding of project-specific legal, regulatory, and financial impediments to private sector participation and work with WBG teams on enabling frameworks
  • Lead day-to-day management of project teams working on PPP mandates, including reviewing technical outputs, documentation, and financial models
  • Develop transaction structure options and provide innovative solutions, presenting recommendations to IFC management and government clients
  • Participate in meetings with government clients and investors
  • Support and manage tendering processes, including marketing, prequalification, RFP issuance, evaluation, project award, and contract negotiations leading to commercial closing
  • Develop, coach, motivate, and manage junior team members
  • Participate in upstream activities aligned with IFC 3.0 to expand markets
  • Support development of sub-regional strategy and origination activities where required
  • Support Corporate Finance mandates (origination and execution) where required
  • Assist with other projects or strategic activities as needed

Selection Criteria

Minimum Requirements – Associate Investment Officer (AIO)

  • MBA or equivalent postgraduate degree in business, finance, or economics
  • Minimum of five (5) years’ experience in project finance, corporate finance, M&A, privatizations, or private equity funds in infrastructure
  • Experience with PPP is highly desirable

Minimum Requirements – Investment Officer (IO)

  • MBA or equivalent postgraduate degree in business, finance, or economics
  • Minimum of nine (9) years’ relevant experience in project finance, corporate finance, M&A, privatizations, or infrastructure private equity
  • Experience with PPP is highly desirable

Required Skills and Experience

  • Knowledge and experience in infrastructure transactions or PPP advisory/project financing, preferably in Africa
  • Experience in business development, including preparation of research, proposals, and concept notes
  • Strong client relationship skills and ability to respond to client needs
  • Track record of transaction closings in infrastructure (preferred)
  • Understanding of government, investor, and stakeholder dynamics in infrastructure markets
  • Ability to manage teams and deliver high-quality outputs under deadlines
  • Strong financial modelling and analytical skills in project finance
  • Ability to multitask and perform under pressure
  • Ability to independently develop financial models and analysis
  • Ability to structure and restructure transactions for sustainable risk sharing
  • Strong written and verbal communication skills
  • Ability to work in large, multicultural, and geographically dispersed teams
  • Ability to engage with consultants, government officials, and investors
  • Willingness to travel frequently at short notice
  • Fluency in English and Portuguese
