The United Nations Framework Convention on Climate Change (UNFCCC) is seeking a qualified Associate Finance Officer to join its Administration and Operations Division in Bonn, Germany. The successful candidate will support the Finance Team in managing the organization’s financial accounts, ensuring compliance with International Public Sector Accounting Standards (IPSAS), preparing financial reports, and supporting financial management processes.

Key Responsibilities:

Financial Management

  • Collect, review, and analyze accounting data across key accounting areas, including accounts receivable, accounts payable, clearing accounts, bank reconciliations, and cost recovery.
  • Prepare, review, and approve accounting records and financial data for accuracy and compliance.
  • Ensure accurate accounting, reporting, and internal control systems are maintained.
  • Support client programmes on IPSAS-compliant financial procedures.
  • Process and approve journal vouchers, accounts payable, and accounts receivable transactions in the ERP system.
  • Review open items and suspense account balances and prepare adjusting entries where required.
  • Participate in year-end financial statement preparation and accounting activities.
  • Prepare and submit financial statement statistics to the Chief Executives Board (CEB) Secretariat.

Financial Reporting and Analysis

  • Prepare monthly, quarterly, and annual account reconciliations.
  • Collect and analyze financial data for reporting purposes.
  • Develop improved reporting methods and tools to strengthen financial reporting.
  • Assist with audit activities and respond to audit queries.
  • Support the preparation of annual financial statements.

Operational Support

  • Support UNFCCC meetings by processing Daily Subsistence Allowance (DSA) payments and resolving related queries.
  • Act as an approving officer for payment requests.
  • Assist in developing and updating accounting policies and procedures.
  • Perform other finance-related duties as assigned.

Qualifications:

Education

  • Advanced university degree (Master’s degree or equivalent) in Accounting.
  • A first-level university degree together with an additional two (2) years of qualifying experience may be accepted in lieu of a Master’s degree.
  • CPA, Chartered Accountant (CA), or equivalent professional certification is an added advantage.

Experience

  • At least two (2) years of professional accounting experience in an international environment using IPSAS or IFRS.
  • Experience in:
    • Accounts payable
    • Accounts receivable
    • Fixed and intangible assets
    • General ledger accounting
  • Experience using ERP systems is desirable.
  • Experience in data analytics, dashboards, and financial reporting tools is desirable.
  • Previous audit and internal control experience is an advantage.

Language Requirements

  • Working knowledge of English is required.
  • Knowledge of another UN official language is an asset.
