Background:

The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has worked in Lesotho since 2004 and with PEPFAR support, rapidly scaled up a district approach model for comprehensive HIV service delivery in all ten districts and supported central-level activities in partnership with the MOH and local Civil Society Organizations (CSOs).

 

Job Responsibilities/Essential Duties:

  • Serves as support for program implementation for activities across all program areas based in the districts to ensure standardized service delivery in the USAID and CDC bi-lateral projects
  • Supports the Ministry of Health at the national level on policy changes
  • Support in the development of relevant concept notes, internal and external policies and SOPs in support to the MOH
  • Support Ministry of Health with health systems strengthening efforts geared towards sustaining epidemic control
  • Provides direct supportive supervision, mentorship and coaching on HIV/TB program to the district teams
  • Working closely with districts leads and the technical team, identify challenges and develop remedial plans to ensure successful implementation of the program across all districts and population groups
  • Monitor program target achievement under the PEPFAR bilateral projects and provide project management support to the Program Directors for the PEPFAR bi-laterals e.g. preparation of report & presentations etc.
  • Provides oversight and serves as program lead for pediatrics focused projects/interventions
  • Serves in project management for assigned projects and closely collaborates with EGPAF Lesotho Finance team in the financial management of the project
  • Working closely with SI&E and Research teams, provides evidence-based guidance for TB/HIV program across the Foundation
  • Promote innovative programming in HIV/TB program to increasingly address evolving program challenges e.g. retention C&T.
  • Supports execution of MOH plans for TOT for didactic trainings and supportive supervision to DHMTs and MOH district teams
  • Provides technical assistance to MOH as part of EGPAF’s in HIV/TB program review/development of policies, guidelines, protocols, training materials etc.
  • Represent EGPAF in national TWGs and TACs, external meetings, working groups related to HIV/TB programs
  • Serves as Trainer for EGPAF team internal capacity building initiatives and also support delivery of programmatic and clinical capacity building and technical assistance to local CSOs
  • Support and develop ideas for evaluation and operations research activities to document the outcomes and impact of HIV/TB programs, as well as in the identification of priority research and evaluation questions.
  • Support documentation of program experiences in HIV/TB as well as enhanced knowledge sharing to internal and external audiences around EGPAF’s program experiences including publishing in peer-review journals
  • Be responsive to donor needs and strict reporting requirements

 

Required Qualifications

  • Medical Degree (MD, MBChB, MBBS)
  • Master of Public Health (MPH); Master of Sciences Epidemiology (MSc) or equivalent degree is an added advantage
  • Project management training
  • Excellent Micro Soft Office Suite knowledge

 

Experience

  • At least five years of proven experience in HIV/TB project management in the design, administration, management and implementation of international global health programs in developing countries, including supervision, M&E and reporting
  • Proven experience in the development of quality improvement/quality improvement tools and -systems in developing countries
  • Proven experience in the writing of abstracts, proposals and reports
  • Extensive clinical experience in the continuum of care for CLHIV and PLHIV in resource poor settings
  • At least five years of work experience in Lesotho OR in the region
  • Strong experience in providing mentorship and technical assistance and experience as a District Technical Advisor is an added advantage
  • Experience in managing PEPFAR funded project is an advantage
