Position Title: Assistive Technology and Accessibility Manager
Department: Assistive Technology and Accessibility
Location: Maseru
Reports to: Director General of the Council
Duration: 5 years, renewable based on performance
1. Background
The Persons with Disability Advisory Council (PWDAC) is a statutory body mandated to advise government and stakeholders on disability-related policies, promote the rights of persons with disabilities, and oversee the implementation of inclusive practices. In pursuit of full inclusion and equal participation, the Council recognizes the critical role of assistive technologies and accessible environments in empowering persons with disabilities.
To this end, the Council seeks to engage an Assistive Technology and Accessibility Manager to lead and coordinate efforts aimed at improving access to appropriate technologies, digital and physical accessibility, and the removal of barriers across all sectors.
2. Purpose of the Position
The Assistive Technology and Accessibility Manager will provide strategic leadership, technical guidance, and coordination on all matters related to assistive devices, accessibility standards, and inclusive infrastructure. The incumbent will support the development and implementation of national strategies and policies to ensure equitable access to information, services, and spaces for persons with disabilities.
3. Key Responsibilities
a. Policy and Strategic Leadership
- Lead the development and review of national policies, frameworks, and standards on assistive technology and accessibility.
- Provide technical advice to the Council and government agencies on inclusive design, procurement, and implementation strategies.
- Support mainstreaming of accessibility and assistive technology in national development plans.
b. Coordination and Partnerships
- Coordinate with government ministries, private sector, DPOs, and international agencies to promote access to assistive technologies.
- Facilitate multi-stakeholder platforms for the promotion of innovation and collaboration in the accessibility space.
- Engage with manufacturers, distributors, and service providers to enhance local availability and affordability of assistive devices.
c. Capacity Building and Awareness
- Organize training and awareness programs for stakeholders on accessibility standards, inclusive ICT, and assistive technologies.
- Support the development of user guidelines and manuals on accessible communication and services.
- Promote universal design principles across education, health, transport, and built environments.
d. Monitoring and Evaluation
- Establish systems to monitor the implementation of accessibility and assistive technology initiatives.
- Develop indicators and tools to assess progress in access and usability for persons with disabilities.
- Compile and submit regular reports to the Council and relevant oversight bodies.
e. Research and Innovation
- Promote research and development in the field of assistive technologies and accessible environments.
- Maintain a database of available assistive devices, services, and suppliers.
- Track global trends and innovations, and recommend context-relevant applications.
4. Qualifications and Experience
- A minimum of a Bachelor’s degree in Rehabilitation Sciences, Assistive Technology, Accessibility Studies, ICT for Development, Disability Studies, Engineering, or a related field. A Master’s degree is an advantage.
- At least 5 years of relevant experience in disability inclusion, accessibility, or assistive technology programming.
- Solid knowledge of disability rights frameworks (e.g., Persons with Disability Equity Act, UNCRPD), universal design, and accessibility standards (e.g., WCAG, ISO).
- Experience working with DPOs, government institutions, and/or international development partners.
- Strong analytical, coordination, and communication skills.

6. Reporting and Accountability
The Assistive Technology and Accessibility Manager will report directly to the Director General of the Persons with Disability Advisory Council and work in close collaboration with thematic working groups, government partners, and representatives of DPOs.
7. Duration and Review
The contract will be for 5 years, renewable subject to performance and availability of funds. A performance review will be conducted annually based on agreed deliverables and outcomes.
