Operational Context:The Assistant Information Management Officer (AIMO) works under the Data, Information Management and Analysis (DIMA) unit in UNHCR’s Regional Bureau for Southern Africa (RBSA) based in Pretoria. RBSA covers sixteen African countries, including representations in Angola, the Democratic Republic of Congo, Malawi, Mozambique, the Republic of Congo, Zambia, and Zimbabwe, and the multi-countries representation in South Africa for Botswana, Comoros, eSwatini, Lesotho, Madagascar, Mauritius, Namibia, Seychelles, and South Africa. The DIMA unit is responsible for supporting the Bureau, UNHCR country operations in the region and its Government and other partners in designing and implementing practical and secure collection, recording, management, analysis and publication of operational data, managing data systems, developing the capacity and data literacy and promoting the judicious use of the data for evidence-informed decision-making in their interventions for refugees, asylum-seekers, the internally displaced and others of concern to UNHCR.

The AIMO functions under the direct supervision of the Information Management Officer and overall to the DIMA Coordinator and works closely with the Registration and Identity Management Officer. As the ranking national data management staff, the incumbent is a crucial resource that supports UNHCR in managing the operational and personal data of persons of concern. S/he supports the deployment and user management support for data applications under UNHCR’s Population Registration and Identity Management Ecosystems (PRIMES) suite. The PRIMES applications include proGres in partnership (an online CRM-based global registration tool), RApp (a RESCO offline registration solution), the Biometrics Identity Management System (BIMS), the Global Distribution Tool (GDT, for managing assistance and identity authentication assistance), among others. In addition, the AIMO monitors and audits the quality of data collection and ensures that data inconsistencies are identified and resolved, and thereby advises the office on data-related activities conducted in the PRIMES applications to protect personal data. The AIMO coordinates closely with registration, information management, and other protection functions and provides training and capacity development on PRIMES applications and functionalities. S/he liaises with relevant officers in the country offices, where required, region’s Bureaus or sections in Headquarters for technical guidance on data management and works closely with PRIMES Support in Headquarters and ICT service vendors.

The incumbent supports the development and deployment of tools to support interoperability between proGres and other partners’ tools and applications and refugee self-service PRIMES functions. In addition, s/he supports the building of reporting, documentation, and other templates and forms in PRIMES applications and the generation and compiling of regional population statistics (including distribution, assistance, and protection information), analysis, curation, and publication. Finally, S/he designs populate and maintain interactive dashboards (primarily in PowerBI amongst other data visualizations), online portal, and SharePoint sites. The AIMO carries out other information management activities such as supporting with mapping, data collection activities using KOBO, developing factsheets and other infographics, and may lead or support field missions.

The position requires extensive experience and understanding of database systems, specifically concerning data management and building reports and queries in SQL. Ideally, prior experience with UNHCR’s corporate PRIMES systems is required, including managing proGres, BIMS, RApp, and the GDT. Comparable experience in the UN, Government, non-governmental or private institutions is equally desirable. In addition, prior experience with application development is an asset. Completion of a degree in IT or computer-related course is desirable, and an undergraduate degree (equivalent to bachelors) or graduate degree (the equivalent of masters) in other fields combined with relevant work experience would be acceptable (for example in Business Administration, Finance, Law or other Social Science fields).

Additional duties that the incumbent will perform: Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities. Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff. Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports. Conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements. Archive and backup database systems; ensure security of databases; perform database administrator functions. Design operational reports, statistics, and other relevant data collection forms. Support the collection, storage, management and protection of data. Support consolidation of data systems, including the interoperability of operational data and systems. Ensure consistency of data and results for analysis. Improve data quality through field support, capacity building, monitoring and feedback. Support the analysis of primary and secondary data for interpretation and evidence-informed decision making. Support data monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis. Develop internal and external information management products such as maps, dashboards, infographics. Ensure data is curated and stored in data registries and libraries in accordance with standards. Work towards enhancing data literacy of staff and assist in interpretation the data.

Duties:

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Support the operation in the analysis of processed data and information and perform data quality and consistency control.
  • Facilitate the analysis of cross-border information between relevant countries.
  • Assist in training staff involved in information management activities, including data collection and data entry teams.
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements.
  • Assist in training of data entry and data collection teams.
  • Perform other related duties as required.

Desirable

Successful participation in the Operational Data management Learning Programme is desirable. Experience in web design and software development is an asset. Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable. Experience with HTML, PHP, ASP and/or Java is an asset.
