Minimum Qualifications and Requirements
- Bachelor’s Degree in Human Resources Management or a related field
- Minimum of three (3) years’ professional experience in Human Resource Management functions
- Knowledge of labour laws applicable in Lesotho
- High level of computer proficiency
- Skills in database management
- Strong organizational skills
- Ability to multitask
- Ability to identify and resolve problems in a timely manner
- Strong written and oral communication skills
- Ability to take minutes, write proposals, and prepare reports
- High level of confidentiality
Purpose of the Job
To support faculties and departments by providing timely human resource services and ensuring compliance with national and international labour laws.
Job Summary
The incumbent will be responsible for:
- Implementing leave management policies
- Implementing HR policies, principles, and procedures
- Facilitating recruitment processes
- Coordinating the Performance Management System (PMS) at NUL
- Performing administrative duties
Main Duties and Responsibilities
1. Implement Leave Management Policy
- Encourage implementation of leave rosters in departments/faculties
- Reduce annual leave liabilities for departments/faculties
- Develop monthly leave reports
2. Implement HR Policies, Principles, and Procedures
- Contribute to the review and development of HR policies (recruitment, housing, remuneration, benefits, PMS, training, etc.)
- Guide departments/faculties in implementing HR policies and procedures
- Contribute to the development and review of HR tools (forms)
- Provide professional HR support to faculties/departments
3. Facilitate Recruitment Processes
- Advise departments/faculties on vacancies and alignment with strategic plans
- Ensure transparency through departmental involvement in recruitment
- Promote cost-effective advertising methods (e.g., websites)
- Ensure proper documentation and analysis of applicants
- Verify references and qualifications before appointment
- Facilitate orientation for newly recruited staff
- Prepare recruitment reports after each recruitment exercise
4. Coordinate Performance Management System (PMS)
- Contribute to the review and development of PMS policies and guidelines
- Facilitate PMS training and refresher sessions
- Support Deans/Directors on PMS-related issues
- Contribute to the development and review of PMS tools
- Guide staff in preparing annual work plans
- Make recommendations to the Director of Human Resources on performance assessments
- Review PMS submissions in a timely manner
- Support faculties/departments in developing improvement plans
5. Administrative Duties
- Attend SMT, ASAC, NASAC, and other meetings as instructed
- Contribute to departmental budgeting processes
- Act in senior roles when required
- Participate in NUL projects
- Process salary advance requests
- Update the Human Resource Information System
- Ensure compliance with CHE standards
