JOB DESCRIPTION
MAIN PURPOSE OF THE JOB
Under the general supervision of Human Resources Officer, the position incumbent is responsible for implement Human Resources decisions in pertaining to teachers.
MAIN DUTIES
1. RECRUITMENT AND SELECTION
1.1 Verifies existence of vacant positions in accordance with school complement.
1.2 Arranges funding of position, where necessary to enable filling in the line with school operational needs.
1.3 Collaborates with school principals to determine current subject area requirements filling of positions.
2. UNDERTAKES IMPLEMENTATION OF TRAINING AND DEVELOPMENT
2.1 Draws the training plan in accordance with the training needs.
2.2 Maintains contact with training institutions to arrange participants for up-coming training courses/workshops.
3. HANDLES ADMINISTRATION OF SALARIES AND BENEFITS.
3.1 Checks the payroll to determine the appropriate payment of salaries.
3.2 Draws a list of teachers who are due for salary increments.
3.2 Undertakes salary surveys to determine status of salaries for review.
3.3 Administers effective payment of allowance and other benefits given to teachers (rent for government quarters, car and mortgage)
3.4 Attends to queries and advises teachers on matters relating to payment of their salaries and terminal benefits.
3.4 Ascertains timely processing and payments of terminal benefits.
4. OVERSEES IMPLEMENTATION OF THE CODE OF CONDUCT GRIEVANCE CODE
4.1 Informs and advises teachers on their terms of appointment and conditions of services.
4.2 Handles complaints and provides advice on grievances and disciplinary procedures for teachers.
5. PROCESS HUMAN RESOURCES MANAGEMENT DECISIONS.
5.1 Drafts proposal pertaining to teachers’ affairs to management or the Teaching Service Commission.
5.2 Processes submissions and implement decisions in accordance with established HR procedures.
5.3 Writes letters to inform employees on decision taken pertaining to their terms of appointment for signature.
5.4 Draws contracts of appointment for signature.
6. UPDATES AND RECORDS HUMAN RESOURCES MANAGEMENT INFORMATION
6.1 Updates HR data and personal records to enable appropriate action.
6.2 Establishes data input and storage on all HR functions for prompt retrieval.
6.3 Writes information briefs, hold meetings to promote effective communication with internal and external users.
6.4 Draws and submits salary and Human Resources Report monthly.
7. MANAGEMENT AND SUPERVISON OF SURBODINATE STAFF
7.1 Leads meetings, group discussions to prepare plans, solve problems and make decisions on work related activities.
7.2 Agrees on targets and standards of performance with subordinates’ staff and develops work plans.
7.3 Monitors the performance of the subordinate staff.
JOB SPECIFICATION
QUALIFICATIONS
Bachelor of Arts in Human Resource Management / Public Administration or Equivalent.
Knowledge, Skills and Abilities
• A working knowledge of the Teaching Service, relevant laws governing teachers’ affairs such the Education Act 2010, Teaching Service Regulations 2002 and the Codes of Good Practice for Teachers 2011.
• Good interpersonal and communication skills
