JOB SUMMARY
To implement Human Resource plans and procedures.

MAIN DUTIES
RECRUITMENT AND SELECTION

Verifies existence of vacant: positions in accordance with manpower plan.

1.2. Arranges funding of positions to enable filling in line with operational needs.

1.3. Collaborates with Heads of Sections to determine filling of positions internally or externally.

1,4. Prepares appropriate documentation to advertise the position in the media.

1.5. Screens application and draws analysis.

2 O. UNFERTAKES IMPLEMENTATION OF TRAINING AND DEVELOPMENT NEEDS

2.1. Draws the training plan in accordance with the training needs.

2.2. Maintains contact with training institutions to arrange for courses and accreditation centres to verity certificates.

2.3. Co-ordinates workshops and seminars.

3.0. HANDLES ADMINISTRATION OF SALARIES AND BENEFITS

3.1. Checks the payroll to determine appropriate payments of salaries.

3.2. Undertakes salary survey to determine status of salaries for review.

3.3. Administers effective payment of allowances and other benefits given to Public Servants (Rent for Government quarters, Car and Mortgage loans.

3.4. Ascertains timely processing and payment of leaves and terminal benefits.

4.0. OVERSEES IMPLEMENTATION OF THE CODE OF CONDUCT AND THE PERFORMANCE MANAGEMENT SYSTEM.

4.1. Informs and advises staff on terms of appointment and conditions of service.

4.2. Handles grievances, disciplinary matters in respect of non-pensionable staff.

4.3. Participates in disciplinary hearings and dispute resolution cases to take minutes.

4.4, Compiles individual work-plans and administers performance appraisal forms.

4.5. Conducts meetings to solve problems pertaining to implementation of the performance management systems.

5.0. PROCESSES ilUMAN RESOURCE MANAGEMENT DECISION

5.1. Drafts proposal to act on Human Resource Management decisions.

5.2. Draws contracts of appointment for signature.

5.3. Process submissions in accordance with established HR procedures.

5.4. Writes letters to inform employees on decisions taken pertaining to their terms of appointment, conditions of service and welfare issues.

5.5. Organises activities relating to staff welfare, health and safety in the workplace and social responsibility.

6.0, UPDATES AND RECORDS HUMAN RESOURCE MANAGEMENT INFORMATION

6.1. Updates HR data and personal records to enable appropriate action.

6.2. Establishes data input and storage on all HR functions for prompt retrieval.

6.3. Writes information briefs, holds meetings to promote effective communication with internal and external users.

TO. MANAGEMENT AND SUPERVISION OF SUBORDINATE STAFF

7.1. Leads meetings, group discussions to prepare plans, solve problems and make decisions on work related activities.

Agrees on targets and standards of performance with subordinate staff and develops work-plans.

7.3. Monitors the performance of subordinate staff.

  • JOB SPECIFICATION

BA Degree in Human Resources Management (HRM)/Industrial Psychology/Public Administration or any other related field.
