POST NO: 1020 – ASSISTANT HUMAN RESOURCES OFFICER (PMS COORDINATOR)

Applications are invited from suitably qualified candidates for the position of Assistant Human Resources Officer in the Department of Human Resources.

LOCATION:
National University of Lesotho (Roma)

QUALIFICATIONS:
i) EDUCATIONAL BACKGROUND AND EXPERIENCE:
BA Human Resources Management or Related Fields

ii) OTHER NECESSARY KNOWLEDGE AND/OR EXPERTISE:
-3 years of professional experience in HRM functions.
-Knowledge of labour laws governing the country
-Computer skills at a highly proficient level
-Skills in database management
-Organizational skills
-Ability to multi task
-Ability to identify and resolve problems at a timely manner
-Written and oral communication skills
-Ability to take minutes, write proposals and prepare reports
-High level of confidentiality is required.

PURPOSE OF THE JOB:
The purpose of this position is to ensure support the faculties and departments by providing human resources services promptly, and to ensure compliance on all the national and international labour laws.

JOB SUMMARY:

Responsibility of the incumbent will include the following to; implement leave management policy, implement HR policies, principles and procedures, facilitate recruitment, coordinate performance management system for NUL and attend to administrative activities


MAIN DUTIES AND RESPONSIBILITIES:

To Implement Leave Management Policy
1.1To encourage implementation of leave roosters (departments/faculties)
1.2To reduce the leave bill annually for departments/faculties
1.3To develop monthly leave report

To Implement HR Policies, Principles and Procedures
2.1 To make an input in review/development of HR policies & procedures recruitment, housing, remuneration & benefits, PMS, training policies etc.
2.2 To guide departments/faculties on implementation of policies & procedures
2.3 To make an input in development/review of tools(forms) for the policies
2.4 To provide professional HR support to faculties/departments

To Facilitate Recruitment Processes:
3.1 To advice the departments/faculties in relation to their vacancies, and the current strategic plan
3.2 To ensure involvement of faculties/departments in recruitment for purposes of transparency
3.3 To ensure use of less costly advertisements (websites etc.)
3.4 To ensure proper documentation of applicants’ analysis
3.5 To ensure that reference checks and qualification verifications are done before placement of newly recruited candidates
3.6 To facilitate orientation for all newly recruited staff members
3.7 To ensure development of recruitment reports after every completed recruitment process

To Coordinate Performance Management System at NUL:
4.1 To make inputs in review/development of the PMS guidelines
4.2 To make an input in review/development of PMS policy
4.3 To ensure training/refresher trainings for NUL on PMS
4.4 To assist Deans/Directors on PMS issues when need arises
4.5 To make suggestions on review/development of PMS tools (forms, work plan forms etc.)
4.6 To give guidance to different groups during the
development of annual work plans
4.7 To make recommendations to Director Human Resources
regarding performance assessments submitted
4.8 To form an opinion on PMS submissions timely
4.9 To assist faculties/departments in developing
improvement plans where necessary

To Attend to Administrative Activities:
5.1 To attend SMT, ASAC, NASAC and any other meetings as instructed
5.2 To make inputs in departmental budgets
5.3 To act at senior positions whenever instructed
5.4 To participate in NUL projects
5.5 To attend to salary advances as requested
5.6 To update Human Resource Information System
5.7 To ensure compliance with CHE standards
