Applications are invited from suitably qualified local candidates for the following vacant position tenable at the Ministry of Law and Justice.


DEPARTMENT: Government Printing

POSITION: Assistant Health and Safety Manager


JOB SUMMARY

Under the general supervision of the Government Printer, the Assistant Health and Safety Manager is responsible for supervising inspections, controlling testing equipment and training facilities, providing training and disseminating information, conducting Occupational Health and Safety (OHS) audits, surveys, and research, as well as investigating accidents and dangerous occurrences in the workplace.


MAIN DUTIES

1. Supervise Inspections

1.1 Plan workplace inspections to ensure comprehensive coverage of the workplace.
1.2 Check inspections and investigate reports and progress to ensure that the work adheres to set legal performance standards.

2. Provide Training and Information Dissemination

2.1 Provide training on safety and health legislation to familiarize employers and workers with their obligations and rights.
2.2 Provide training on occupational hazards to create awareness among employees.
2.3 Provide training on risk control measures to enhance accident prevention skills among employers.

3. Auditing

3.1 Audit Government Printing on Occupational Safety and Health Management Systems.

4. Conduct Investigations

4.1 Carry out investigations of serious cases, determine their causes, and recommend corrective measures.
4.2 Analyse reported incidents and dangerous occurrences to determine the necessity for investigation.
4.3 Compile investigation reports for records on health and safety measures.

5. Conduct Consultancy and Research

5.1 Provide professional advice on improving OSH-related matters to facilitate decision-making and improve working conditions and environment to enhance production.
5.2 Conduct research to expand the body of knowledge in specific areas of this field.


EDUCATION AND EXPERIENCE

  • Master’s Degree in Occupational Health and Safety or Natural Science plus two (2) years’ experience as Labour/OSH Inspector or Safety Officer.
    OR
  • Postgraduate qualification in Occupational Health and Safety or Natural Science plus three (3) years’ experience as Labour/OSH Inspector or Safety Officer.
    OR
  • Bachelor’s Degree in Occupational Health and Safety or Natural Science plus five (5) years’ working experience as Labour/OSH Inspector or Safety Officer.

Other Relevant Knowledge and Skills

  • Managerial skills.
  • Knowledge of Occupational Safety and Health legislation and research methods.
  • Computer appreciation and research methods.

RESPONSIBILITY

  • For the Work of Others: Supervise employees whose work activities must be evaluated monthly.
  • For Property: Responsible for controlling and ensuring safety of testing equipment and training facilities.
  • For Effects of Errors: Accountable for errors in advising social partners, interpreting legislation, underestimation of occupational risks, and breaches in confidentiality, which could result in strained relations between government, employers, and employees. Also responsible for errors made by employees when executing their official duties.

COMPLEXITY

  • Decision-Making Authority: Authorized to address difficult situations such as mediating between employers and employees or counselling workers aggrieved by unfavorable working conditions.
  • Problem Solving: Must address complex workplace situations.
  • Supervision Received: Expected to work independently and report weekly activities to the Government Printer.
  • Dexterity: Required to use a computer when producing financial statements and other reports.

  • Employers: During inspections, investigations, training, and when advising on control measures.
  • Workers: When identifying work problems related to safety and health, and during training.
  • Labour Officers: For exchanging views on labour matters.
  • Medical Practitioners: When referring suspected cases of occupational diseases.
  • Safety and Health Practitioners: For exchanging information (locally, regionally, and internationally) on general trends in the field.

EFFORT

  • Mental Effort: Requires careful assessment of inherent safety and health problems in the workplace.
  • Emotional Effort: Involves dealing with employers of different backgrounds, some of whom may be apathetic to workers’ safety.
  • Hazards: Exposure to hazards during inspections, with risk levels depending on the type of work and duration of inspection.
