Applications are hereby invited from suitably qualified local candidates for the following positions tenable at the Senate Office. The closing date for the applications is 12th JUNE, 2026

Position Details

  • Responsible To: Finance Manager

Job Summary

Under the general supervision of the Finance Manager, the incumbent is responsible for implementing payments processing policy, supervising payment processing, and providing custody and control of financial documents.

Main Duties

1.0 To Implement the Payment Processing Policy

  • Sensitises and trains accounting staff on payment processing policy
  • Compiles the training report
  • Evaluates the impact of training

2.0 To Supervise Processing of Payments

  • Implements set standards for processing of payments
  • Posts payments
  • Voids spoiled payments
  • Coordinates timely processing of payments
  • Facilitates printing and dispatch of cheques and bank transfers
  • Signs cheques and bank instructions

3.0 To Provide Custody and Control of Cheque Stationery

  • Safeguards cheque stationery
  • Issues out cheque stationery
  • Keeps records of issued cheque stationery
  • Supervises maintenance, control, usage and disposal of cheque stationery

4.0 To Provide Custody and Control of Financial Records

  • Implements systems and measures for maintenance and disposal of financial records
  • Authorises release of financial records

5.0 To Supervise Staff

  • Formulates and implements sectional annual operational plan
  • Coordinates development of individual work plans
  • Monitors implementation of sectional operational plan
  • Conducts annual performance appraisals on supervisees to assess performance against set standards and identify training and development needs
  • Coordinates training of accounting staff
  • Compiles sectional budget
  • Supervises staff to ensure that work is done according to plan
  • Disciplines staff under his/her supervision

Job Specifications

Education and Training

  • Chartered Accountant plus one (1) year working experience at a senior management level in an accounting environment

OR

  • General Accountant plus a Bachelor’s Degree in Business Management or related graduate degree, plus two (2) years working experience at a senior management level in an accounting environment

OR

  • General Accountant plus five (5) years working experience at a senior management level in an accounting environment

OR

  • Bachelor’s Degree in Accounting and Finance plus seven (7) years working experience at a senior management level in an accounting environment
  • Membership of a recognised professional accounting or finance body is an added advantage

Other Relevant Knowledge

  • Knowledge of Public Sector Accounting is an added advantage
  • Familiarity with the Public Finance and Accountability Act 2011 and related regulations is an added advantage
  • Knowledge of Generally Accepted Accounting Practice, especially International Public Sector Accounting Standards or International Financial Reporting Standards, is essential
  • Computer literacy is a must
  • Familiarity with IFMIS operations or any computerised accounting system is an added advantage
