Applications are invited From suitably qualified local candidates for the following position tenable in the Ministry of Labour and Employment:
JOB TITLE: Assistant Finance Manager
Grade: H
Responsible To: Finance Manager
Job Summary
Under the general supervision of the Finance Manager, the incumbent is responsible for facilitating revenue collection and prompt payment for goods received and services rendered.
Main Duties
1. Facilitate Implementation of Financial Laws, Policies, Guidelines, Systems, Procedures and Standards
- Interpret financial laws, policies, guidelines, systems, procedures, and standards
- Train accounting staff on financial procedures
- Compile training reports
- Evaluate training effectiveness
2. Review Payment Vouchers Against Set Procedures and Standards
- Review supporting documents for completeness
- Confirm correct vote allocation
- Post and submit examined vouchers to authorising officer
3. Facilitate Management of Official Receipts
- Monitor use of receipts
- Account for receipts
4. Provide Custody and Control of Accountable Documents
- Implement standards for safeguarding documents
- Control usage and maintain stock levels
- Distribute accountable documents
5. Facilitate Collection and Banking of Revenue and Trust Monies
- Supervise banking of collected revenue and trust monies
- Post collections and bank transfers into the system
- Compile monthly reports on collections vs budget
6. Reconcile Revenue Bank Accounts
- Obtain bank statements
- Match statements to deposit slips and posted transactions
- Post adjustments to correct errors
- Produce reconciliation reports
7. Prepare Financial Statements and Reports
- Compile monthly, quarterly, and annual financial statements and reports
- Submit for review
8. Supervise Staff
- Formulate and implement sectional operational plan
- Coordinate development of individual work plans
- Monitor implementation of plans
- Conduct annual performance appraisals
- Coordinate staff training
- Compile sectional budget
- Supervise and discipline staff
Job Specification
Education and Experience
- Chartered Accounting/Master’s Degree in Accounting plus 2 years experience
OR - Honours/Postgraduate Diploma in Accounting/Finance/Financial Management plus 4 years experience
OR - Bachelor’s Degree in Accounting/General Accounting/CIPFA Advanced Diploma plus 4 years experience
OR - Bachelor’s Degree in Business Administration/CIS plus CIPFA Certificate and 5 years experience
Note: Membership with a recognized Accounting or Finance Professional Body is an added advantage.
Other Relevant Knowledge
- Knowledge of Public Sector Accounting
- Familiarity with the Public Finance and Accountability Act 2011 and related regulations
- Knowledge of Generally Accepted Accounting Practice, especially IPSAS or IFRS
- Computer literacy is essential
- Familiarity with IFMIS or any computerized accounting system is an added advantage
