VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:
- Position Title: Assistant Finance Manager
- Grade: H
- Number of Positions: One (1)
- Responsible To: Finance Manager
Main Purpose of the Job
Under the general supervision of the Finance Manager, the incumbent is responsible for facilitating revenue collection and ensuring prompt payment for goods received and services rendered.
Main Duties
1. Implementation of Financial Laws, Policies, Guidelines, Systems, Procedures and Standards
- Interprets financial laws, policies, and procedures
- Trains accounting staff on financial standards
- Compiles training reports
- Evaluates training effectiveness
2. Review of Payment Vouchers
- Reviews supporting documents for completeness
- Confirms correct vote allocation
- Posts and submits examined vouchers for authorization
3. Management of Official Receipts
- Monitors usage of receipts
- Accounts for receipts
4. Custody and Control of Accountable Documents
- Implements standards for safeguarding documents
- Controls usage and maintains stock levels
- Distributes accountable documents
5. Revenue and Trust Monies Collection and Banking
- Supervises banking of revenue and trust monies
- Posts collections and bank transfers into the system
- Updates cash accounts
- Compiles monthly collection reports against budget
6. Revenue Bank Account Reconciliation
- Obtains and matches bank statements to deposit slips
- Matches posted transactions to bank statements
- Posts adjustments to correct errors
- Produces reconciliation reports
7. Preparation of Financial Statements and Reports
- Compiles monthly, quarterly, and annual financial statements and submits for review
8. Staff Supervision
- Formulates and implements sectional operational plans
- Coordinates development of individual work plans
- Monitors implementation of plans
- Conducts annual performance appraisals
- Coordinates training of accounting staff
- Compiles sectional budget
- Supervises staff to ensure planned work is executed
- Disciplines staff under supervision
Job Specification
Qualifications:
- Chartered Accountant with three (3) years’ senior management experience in accounting
OR - General Accountant with a Bachelor’s Degree in Business Management or related field plus four (4) years’ senior management experience
OR - General Accountant with seven (7) years’ senior management experience
OR - Bachelor’s Degree in Commerce/Accounting and Finance with eight (8) years’ senior management experience
Note: The incumbent must be a member of a recognized professional accounting or finance body.
Other Relevant Knowledge
- Knowledge of Public Sector Accounting
- Familiarity with the Public Finance and Accountability Act 2011 and related regulations
- Knowledge of Generally Accepted Accounting Practices (IPSAS or IFRS)
- Computer literacy
- Familiarity with IFMIS or other computerized accounting systems
