Applications are invited from suitably qualified local candidates for the following vacant positions tenable in the Ministry of Agriculture, Food Security and Nutrition.
Position Title: Assistant Finance Manager
Ministry: Agriculture, Food Security & Nutrition
Department: Administration
Grade: H
Number of Positions: One (1)
Responsible To: Finance Manager
Location: Maseru
Main Purpose of the Job
Under the general supervision of the Finance Manager, the incumbent is responsible for facilitating revenue collection and ensuring prompt payment for goods received and services rendered.
Main Duties
1. Implementation of Financial Laws, Policies, Guidelines, Systems, Procedures and Standards
- Interpret financial laws, policies, guidelines, systems, procedures, and standards
- Train accounting staff on financial procedures
- Compile training reports and evaluate effectiveness
2. Review of Payment Vouchers
- Review supporting documents for completeness
- Confirm correct vote allocation
- Post and submit examined vouchers for authorization
3. Management of Official Receipts
- Monitor usage of receipts
- Account for receipts
4. Custody and Control of Accountable Documents
- Implement standards for safeguarding documents
- Control usage and maintain stock levels
- Distribute accountable documents
5. Collection and Banking of Revenue and Trust Monies
- Supervise banking of revenue and trust monies
- Post collections and bank transfers into the system
- Compile monthly reports on collections against budget
6. Reconciliation of Revenue Bank Accounts
- Obtain and match bank statements to deposit slips
- Match posted transactions to bank statements
- Post adjustments and produce reconciliation reports
7. Preparation of Financial Statements and Reports
- Compile monthly, quarterly, and annual financial statements and submit for review
8. Staff Supervision
- Formulate and implement sectional operational plans
- Coordinate development of individual work plans
- Monitor implementation of plans
- Conduct annual performance appraisals
- Identify training needs and coordinate staff development
- Compile sectional budget
- Supervise and discipline staff
Job Specification
Education, Training and Experience:
Option 1:
- Chartered Accountant
- Plus three (3) years of senior-level experience in an accounting environment
Option 2:
- General Accountant
- Plus a Bachelor’s Degree in Business Management or related graduate degree
- Plus four (4) years of senior-level experience
Option 3:
- General Accountant
- Plus seven (7) years of senior-level experience
Option 4:
- Bachelor’s Degree in Commerce/Accounting and Finance
- Plus eight (8) years of senior-level experience
Note:
The incumbent must be a member of a recognized professional accounting or finance body.
Other Relevant Knowledge
- Knowledge of Public Sector Accounting (advantageous)
- Familiarity with the Public Finance and Accountability Act 2011 and related regulations
- Knowledge of IPSAS or IFRS is essential
- Computer literacy is required
- Familiarity with IFMIS or other computerized accounting systems is an added advantage
