Job Summary
Under the general supervision of Finance Manager, the incumbent is responsible for facilitating revenue collection and prompt payment for goods received and services rendered
MAIN DUTIES
- To facilitate implementation of Financial laws, policies, guidelines, systems procedures and standards
- Interprets financial laws, policies, guidelines, systems, procedures and standards
- Trains accounting staff on financial laws, policies, guidelines, systems, procedures and standards
- Compiles the training report
- Evaluates the effectiveness of training
- To review payment vouchers against set procedures and standards
- Reviews supporting documents to confirm completeness
- Confirms payment is charged to correct vote
- Posts and submits examined vouchers to an authorising officer
- To facilitate management of official receipts
- Monitors use of receipts
- Accounts for receipts
- To provide custody and control of accountable documents
- Implements set standards and procedures for safeguarding accountable documents
- Controls usage of accountable documents
- Maintains stock levels and distributes accountable documents
- To facilitate collection and banking of revenue and trust monies
- Supervises the banking of revenue and trust monies collected
- Posts collections into the system
- Post bank transfer to update cash account in the system
- Compiles monthly reports on collections against budget
- To reconcile revenue bank accounts
- Obtains bank statements
- Matches bank statement to deposit slips
- Matches posted transactions to bank statement
- Posts adjustments in the system to correct errors
- Produces reconciliation reports
- To prepare financial statements and reports
- Compiles monthly, quarterly and annual financial statements and reports then submits for review
- To supervise staff
- Formulates and implement sectional annual operational plan.
- Coordinates development of individual work plans
- Monitors implementation of sectional operational plan
- Conducts annual performance appraisals on individual supervisees to assess their performance against the set standards and to identify training and development needs
- Coordinates training of accounting staff
- Compiles sectional budget
- Supervises staff to ensure that work is done according to plan
- Disciplines staff under his/her supervision
JOB SPECIFICATIONS
Education and Training
Post graduate diploma in Financial Accounting/Financial management
Plus
Two (2) years working experience at middle management in the related field.
Or
Bachelor of Commerce/Business Administration (Accounting)/any recognised degree in related field
Plus
Three (3) years experience at the middle management in the related field
Other Relevant Knowledge
• Knowledge of Public Sector Accounting
• Knowledge of the IFMIS system
• Knowledge of Public Service Act and Regulations
• Knowledge of Procurement Regulations, Treasury Regulations and Public Financial Management and Accountability Act
• Computer literacy
