The Disaster Management Authority (DMA) invites applications from suitably qualified local candidates for the position of Director: Disaster Risk Financing.

ASSISTANT DISTRICT DISASTER MANAGER

JOB SUMMARY

DMA is responsible for coordinating disaster preparedness, mitigation, and response activities across all administrative levels. Recognizing the importance of strengthening district-level disaster management, Assistant District Disaster Managers (ADDMs) provide critical support to the District Disaster Manager in executing core disaster risk reduction (DRR) and emergency response functions.

The ADDM will play a key role in enhancing operational efficiency, community engagement, and preparedness planning at the local level.

KEY RESPONSIBILITIES

1.0 OPERATIONAL SUPPORT TO DISTRICT DISASTER MANAGER

1.1 Assist in the day-to-day operations of the District Disaster Management Office.

1.2 Support the implementation of the District Disaster Management Plan (DDMP).

1.3 Represent the DDM in meetings and field visits when necessary.

2.0 DISASTER PREPAREDNESS AND PLANNING

2.1 Organize and coordinate community-based disaster preparedness programs and simulation exercises.

2.2 Assist in contingency planning, including updating hazard and vulnerability profiles of the district.

2.3 Support planning and logistics for pre-positioning of relief materials.

3.0 EMERGENCY RESPONSE COORDINATION

3.1 Coordinate with first responders, local administration, and humanitarian actors during emergencies.

3.2 Facilitate rapid needs assessments and support incident reporting to higher authorities.

3.3 Participate in activating the District Emergency Operations Centre (DEOC) and managing communications.

4.0 EARLY WARNING AND INFORMATION DISSEMINATION

4.1 Monitor and disseminate early warning alerts to vulnerable communities using appropriate communication channels (SMS, radio, public announcements, etc.).

4.2 Maintain liaison with the national and provincial early warning units.

5.0 COMMUNITY ENGAGEMENT AND OUTREACH

5.1 Support public awareness campaigns on disaster risk reduction and climate adaptation.

5.2 Engage with community leaders, local NGOs, schools, and volunteers to build resilience at the grassroots level.

5.3 Mobilize and manage Community Disaster Response Teams (CDRTs) or volunteer groups.

6.0 MONITORING, EVALUATION, AND REPORTING

6.1 Assist in the collection, analysis, and documentation of disaster-related data at the district level.

6.2 Prepare regular reports, updates, and situation briefs for the District Disaster Manager and DMA headquarters.

6.3 Monitor implementation of DRR initiatives in the field and report on progress and challenges.

7.0 CAPACITY BUILDING

7.1 Support the training of local officials, volunteers, and school management committees in DRR and emergency response.

7.2 Assist in organizing drills, workshops, and capacity-building sessions in the district.

QUALIFICATIONS AND EXPERIENCE

Master’s degree in Disaster Risk Management, Environmental Sciences, Public Administration, Social Sciences, or a related field with minimum of 2 years of experience in disaster management, emergency response, community mobilization, or public service.

Experience working with local government agencies, NGOs, or community organizations is an asset.

OR

Postgraduate Diploma/Honours Degree in Disaster Risk Management, Environmental Sciences, Public Administration, Social Sciences, or a related field with a minimum of 3 years of experience in disaster management, emergency response, community mobilization, or public service.

OR

Bachelor’s degree in Disaster Risk Management, Environmental Sciences, Public Administration, Social Sciences, or a related field with a minimum of 5 years of experience in disaster management, emergency response, community mobilization, or public service.

Experience working with local government agencies, NGOs, or community organizations is an asset.

TECHNICAL SKILLS

  • Familiarity with disaster risk management frameworks, local governance systems, and community engagement strategies.
  • Basic proficiency in MS Office, data entry, and GIS or mapping tools (preferred).
  • Understanding of early warning systems and risk communication techniques.

SOFT SKILLS

  • Strong interpersonal and coordination skills.
  • Ability to work under pressure and in emergency situations.
  • Good written and verbal communication skills in Sesotho and English.
