PUBLIC CONSULTATION
INTRODUCTION
Acting in accordance with Rule 5(6) of the Lesotho Communications Authority (Administrative) Rules No. 77 of 2016, the Lesotho Communications Authority (LCA) hereby provides notice and invites comments from the public and all stakeholders on the application for amendment of clause 2 and 3 of the LEC Communications Network Infrastructure Licence issued on the 04th June 2015.
A. APPLICATION FOR AMENDMENT OF CLAUSE 2
LEC Communications requests amendment of clause 2 of its licence on the ground that it is not technology neutral in that it confines it to deployment of fibre optic communications network infrastructure only. The effect of the proposed amendment will be to allow LEC Communications to deploy other cost effective and appropriate technologies in provision of its licensed services.
B. APPLICATION FOR AMENDMENT OF CLAUSE 3
LEC Communications requests amendment of this clause to allow it to provide network infrastructure services at wholesale level to licensed network service providers as well as resale internet service providers (ISPs).
