Job Description:

1. Coordinate the design, implementation and monitoring of AGC interventions

  • Ensure compliance of the monitoring and evaluation system with the processes and guidelines of WV and AGC.
  • Develop/refine tools for indicator performance tracking
  • Carry out regular monitoring visits (joint or DME monitoring visits) to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans. Field reports, training evaluations, etc.

2. Oversee and ensure the quality of project data

  • Develop/refine SOPs and data flow charts to ensure quality programming and implementation.
  • Ensure that programme staff are trained on these SOPs and data flow charts and have them as a copy that they refer to regularly
  • Ensure the quality of the performance indicator levels on the program by conducting, on a periodic basis data quality assessments (through monthly and quarterly data verification exercises).  
  • Conduct monthly data quality checks, followed by a report. 
  • Conduct routine data quality reviews with AGC staff.
  • Ensure regular communication with AGC programme staff and ensure that all program management reports are of high quality, respecting timeliness, accuracy and availability of required supporting documents.

3. Coordinate the preparation of required project reports to WVL and the Support Office/ donor

  • Coordinate preparation and submission of AGC reports – monthly, quarterly, semi-annual and annual.
  • Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.
  •  Develop action plans for relevant project staff members which will then be monitored to ensure that feedback is incorporated.

4. Contribute to evidence WVL for programming impact

  • Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability. This is through meetings intentional on data review.
  • Contribute to knowledge through research to interrogate on lessons learned, experiences and data generated by program implementation while making strong contributions to AGC knowledge networks and communities of practice. An idea for research per year that will be justified looking at the project’s implementation.
  • Play part on the NO and SARO evidence initiatives, such as, Evidence days

5. Support project baselines and evaluations

  • Contribute to the development of TOR for external evaluations (End of Project), Internal Mini-surveys
  • Support Data Collection processes and enumerators supervision during evaluations
  • Facilitate implementation of recommendations from surveys or case studies conducted.

Minimum education, training and experience requirements to qualify for the position:

Education

Hold a bachelor’s degree in statistics, economics, and other related social sciences fields.

Additional experience:

Have at least 3 years of experience in program management and implementation of multispectral projects

Have a very good knowledge of project monitoring and evaluation, in other words, good experience in writing monitoring and evaluation tools (Logical framework, monitoring plan, detailed implementation plan, etc.).

Have knowledge of livelihoods interventions at micro and macro levels

Have a very good experience with the Grants of donors.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training

  • Experience: 2-3 years professional experience in Design, Monitoring and Evaluation with an NGO or donor.

Additional work experience required as a minimum qualification for this position; direct M&E experience with EU programming is preferred.
