Role Overview
The Central Bank of Lesotho is seeking an Analyst Compliance to monitor and support compliance with internal policies, regulatory requirements, and risk management frameworks governing the operations of the Financial Markets Department. The successful candidate will help maintain the integrity, transparency, accountability, and effectiveness of the Bank’s financial market operations by ensuring compliance with investment guidelines, regulatory standards, and internal controls.
Key Responsibilities
- Monitor compliance with approved investment guidelines, strategic asset allocation limits, counterparty limits, credit risk parameters, and operational procedures.
- Conduct pre-trade and post-trade compliance reviews of trading activities.
- Perform independent reviews of financial transactions to ensure compliance with approved mandates and limits.
- Monitor trading activities to ensure adherence to market conduct standards, ethical requirements, and best market practices.
- Identify, investigate, and report compliance breaches, policy exceptions, and control weaknesses.
- Support the implementation and continuous improvement of compliance controls within reserve management operations.
- Monitor developments in domestic and international financial market regulations and standards.
- Participate in reviewing and updating reserve management policies and procedures.
- Ensure compliance with applicable sanctions and Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) requirements relevant to financial market operations.
- Collaborate with Risk Management, Middle Office, Corporate Affairs, and Internal Audit teams to identify and mitigate compliance risks.
- Assess new investment instruments, markets, and counterparties from a compliance perspective.
- Monitor investment and operational activities for potential conduct, regulatory, and reputational risks.
- Support internal and external audit engagements relating to Financial Markets Department activities.
- Track audit findings and recommendations, following up on overdue implementation actions.
Minimum Qualifications
- Bachelor’s Degree in Finance, Economics, Accounting, Risk Management, Banking, or a related field.
Added Advantages
- Master’s Degree in Finance, Economics, Accounting, Risk Management, Banking, or a related field.
- Certified Anti-Money Laundering Specialist (CAMS).
- Professional certifications in Compliance, Risk Management, Auditing, or Investments.
- Chartered Financial Analyst (CFA) or Financial Risk Manager (FRM) certification.
