JOB SUMMARY

Under the general supervision of the Senior Airworthiness Engineer is responsible for  issuing  aircraft  registration  certificates,  supplemental  type  certificate, airworthiness   certificates,   inspections   and   auditing   Aircraft   Maintenance Organizations(AMOs), evaluating aircraft maintenance facilities, keeping and updating the national register of civil aircrafts and technical records, conducting examinations and issuing licenses of Maintenance Personnel, conducting major defects in aircraft, commission experts in aircraft accidents and incidents, recording and facilitating collection of fees.

MAIN DUTIES

1. ISSUING AIRCRAFT CERTIFICATES

•  Issues aircraft certificates of registration to ensure that the aircraft meets
     the required Standards of Airworthiness.

2. KEEPING THE NATIONAL REGISTER OF CIVIL AIRCRAFT

•  Keeps and updates register of civil aircraft for the purpose of air safety.

•  Keeps and maintains technical records of aircrafts on the civil register in
     order to monitor their airworthiness.

3. CONDUCTS EXAMINATION AND ISSUES LICENCES OF MAINTENANCE PERSONNEL

•  Conducts examination of maintenance personnel to test proficiency and
     knowledge.

•  Issues aircraft maintenance personnel.

4. AIRCRAFT MAINTENANCE ORGANISATIONS AUDITS/INSPECTIONS

•  Auditing and Inspections of AMOs to ensure that Organizations conducting maintenance on Lesotho registered aircraft are conducting their business in compliance with regulatory requirements.

5. EVALUATES AIRCRAFT MAINTENANCE FACILITIES

•  Evaluates aircraft maintenance facilities, applications and inspections
     reports  for  licensing  and  varying  of  licenses  of  such  facilities  for compliance with Air Operator’s Certificates.

6. INVESTIGATING MAJOR DEFECTS IN AIRCRAFT

•  Investigates major defects discovered in aircraft to determine corrective
     measures to be undertaken where airworthiness may be affected.

7. RECORDING AND FACILITATING COLLECTION OF FEES

•  Records and facilitates collection of fees for aircraft registration certificates of airworthiness.

•  Records and facilitates collection of fees for engineer’slicences and any
     services in the airworthiness for which charges may be prescribed to ensure collection of revenue.

8. SURVEYING THE MAINTENANCE FACILITIES

•  Surveys the maintenance   facilities   including   training   provisions,
     organization and quality control procedures of applicants for issue and renewal of Air Operator’s Certificates.

JOB SPECIFICATION:

EDUCATION AND TRAINING

•  Higher National Diploma in Aircraft Maintenance Engineering (including
     Structures,  Engines,  Control  Systems  and  Flight  Instrumentation)  or Aviation Electronics.

•  Diploma in Aeronautical Engineering plus Aircraft Maintenance Licence
     with 5 years’ experience.

OR

•  A University degree in Aeronautical Engineering plus 3 years’ Experience.

     PERFORMANCE

•    Ability  to  grasp/understand  technical  and  theoretical  concepts  and principles.

•    Natural instinct for safety.

•    Good behavior.

•    Conduct not compromised by bad habits such as addiction to alcohol, tobacco or drugs.

•    Readiness to work long hours when conditions demand.

•    Willingness to endure rough field conditions e.g when investigating aircraft accidents/incidents away from home or habitable locations.

•    Reasonably sociable and easy to get along with other people.

2. SKILLS AND LIMITATIONS IN HUMAN PERFORMANCE

•  Patience and tolerance

•  Consistency

•  General skills of a technician/engineer

•  Average analytical skills

•  Qualification as a vehicle driver (possession of light motor vehicle
     driving licence as a minimum)
