  1. Background

The Ministry of Finance, through the Lesotho Millennium Development Agency (LMDA), is pilot testing a new approach to catalysing private finance and investments in inclusive and transformative economic activities. The pilot tests are taking place under the broad banner of the National Economic Transformation Initiative (NETI).  Under this initiative, priority will be in the following product clusters or subsectors: Aloe, homestay accommodation, pelargonium, roads, rosehip, tourism, wool and mohair. To further develop this new approach and ultimately define projects and related reforms, the LMDA is looking to secure the services of a Agriculture Consultant.  

  • Scope of the Assignment
     

The Agriculture Consultant will be expected to undertake an assessment of Lesotho’s potential in the production of Aloe, pelargonium, rosehip and other similarly labour-intensive crops. The Consultant will further  identifying legal, institutional, policy and regulatory issues that need to be addressed in order to unlock growth and job creation from these product clusters.    

  • Key Performance Areas:

The Agriculture Consultant shall be assessed on the basis of the following KPAs

KPA 1: Must lead the conceptualisation, planning, implementation and management of studies on Lesotho crop agriculture sector as may be determined by LMDA from time to time.

KPA 2: Review reports on agriculture sector and related matters and provide independent, technical and professional opinion to LMDA on the adequacy or otherwise of the reports.

KPA 3: Provide technical leadership and oversight over all agriculture -related activities under NETI.

KPA 4: Provide advice to LMDA on best models for private-sector led agricultural investments  activities.

KPA 5: Coordinate activities of key stakeholders in Lesotho within the agricultural sector.

KPA 6: Produce regular reports for use by LMDA Management.

 
Minimum Qualifications and Experience Requirements

  • Post-graduate degree in agricultural economics.  
  • 10 years of relevant experience in planning, designing, development and management of agriculture development programmes in Lesotho or in an African country.
  • Knowledge of World Bank, Food Agriculture Organization, IFAD best-practice methods in agriculture.

 
Technical/Functional Skills

  • Demonstrated ability to analyse technical and scientific information; to write clearly and concisely, edit technical reports and make effective presentations;
  • Experience in coordinating irrigation and water resources development programmes;
  • Knowledge and experience of field programme/project formulation;
  • Demonstrated ability to plan, organize and lead group work, including organizing international working meetings;
  • Excellent communications skill, both orally and in writing, on technical materials for audiences at different levels of technical expertise

Type and duration of the contract

This is an individual, short-term contract from January 2021 until July 2022 and the incumbent is expected to commence work as soon as possible.
