African Monitor (AM) is an independent Pan-African continental organisation founded in 2006 to monitor development commitments, delivery as well as the impact on grassroots communities. Its mission is to bring strong additional African voices to the development agenda, by making sure that citizens have the capacity, platforms and opportunity to participate in decision making processes.

The purpose of this call for proposal   to invite potential individual consulates to submit a proposal to provide consultancy services  for   stakeholder  partnership and convening   of  SDGs  symposium;   research  and  consultations on multi stakeholder partnerships ,coordination of  community consultation(s).

Background and rationale
African Monitor is seeking services of consultants for short term assignment (2 months) for a project that aims at strengthening multi-stakeholder approaches to catalyse accelerated action on the Sustainable Development Goals (SDGs) in South Africa.

South Africa, through the 2019 Voluntary National Review (VNR) processes, has identified critical intervention areas and introduced a new institutional architecture.

The critical interventions areas include: disaggregated data; addressing corruption; improved employment opportunities for the most vulnerable; discriminated sectors in society; strengthening multi-stakeholder partnerships; eliminating gender inequalities and gender-based violence (GBV); and gauging the impact of the 4th Industrial Revolution.

South Africa is in the process of establishing the National Development Stakeholders Forum (NDSF) which brings together the civil society, private sector, academia and chapter 9 institutions and will be a part of the national SDG coordination architecture.

Aim & Objective
The proposed project aims at strengthening multi-stakeholder approaches to catalyse accelerated action on the Sustainable Development Goals (SDGs) in South Africa.

The objective is to establish the modalities and key principles for a National Development Stakeholders Forum on SDGs, and convene the Open SDG Club South Africa 2020 on critical areas identified by VNR 2019 and Covid -19 recovery plans.  This includes:
Conduct a study and consultations on the modalities and key principles for the National Development Stakeholders Forum (NDSF) for SDGs.
Convene the Open SDG Club South Africa 2020 on critical areas identified by VNR 2019 and  Covid -19 recovery plans
Conduct a study and consultations  to  develop a national Road Map  for Voluntary National Review 2021/2022 The tasks and activities to support the above objectives include
African Monitor seeks to fill the following 3 Consultancy positions.

1.TERMS OF REFERENCE FOR THE CONVENOR OF THE OPEN SDG CLUB (Senior Public policy expert)

AM seeks the services of an experienced Ambassador and Champion for the SDGs in South Africa, to convene the Open SDG Club.  The main function of the Convenor is to work with the African Monitor team as well as the South Africa CSO Working Group on SDGs to conceptualise, plan, market and host the Open SDG Club in November 2020.  Specific tasks related to stakeholder management and strategic engagement are highlighted below.

Key Tasks
The following will form the key tasks of the Convenor of the Open SDG Club South Africa:
Be overall Convener of  the Open SDGs club SA , this entails  ensuring the  maintaining  relationship with key stakeholders, including chairing the steering committee on Open SDG Club 2020 and engaging with key government, business and civil society stakeholders for their participation during the event
Promote the Open SDG Club SA through media engagement, which will include interviews and oversight of media outputs
Programme facilitation, which will include oversight and conceptualisation of the Programme of the Open SDGs club 2020 working with AM team and active facilitation of the programme on the team, working with other facilitators
Strategic support and advice on the development of South Africa’s multi-stakeholder platform (MSP) for the SDGs.  this will entail: facilitating one  workshop and negotiating the  various stakeholders to develop a shared understanding of the MSP
Facilitation of the  learning and dialogue series  including  facilitating  three of learning and dialogue sessions
Provide inputs / edit the  policy  briefs related to the MSP, learning dialogues and/or the Open SDG Club
Deliverables
It is expected that the work of the Convener will result in the following milestones:
Liaise   and  develop  relationship with relevant government departments and other stakeholders
At least  3 media interviews
Agreed MSP strategy, especially for civil society
Successful convening of the Open SDGs club 2020
Host  three learning workshops
Input  and editorial of the Policy briefs
Two newspaper  articles  or opinion  pieces  produced
Desired profile

Education:
An advanced University degree (at least Master’s degree) in Public policy, Economics, International Development Studies, or any related field.
A minimum of 10 years of relevant work experience related in International  Development
Competencies:
Experience working with South African government structures.
Strong understanding of the international, regional and local development issues.
Extensive experience in  Planning  and implementation  of  advocacy and policy engagement
Experience in effectively facilitating the collaborative work of a wide range of stakeholders, including government and development partners.
2. TERMS OF REFERENCE FOR MULTISTAKHOLDER PARTNERSHIPS EXPERT (SENIOR MSP EXPERT)

African Monitor seeks the services of an experienced Multistakholder partnerships expert to conduct a study and consultations on the modalities and key principles for the National Development Stakeholders Forum (NDSF) for SDGs.The main function of the role of Multistakholder Expert (Senior Expert) Convenor is to work with the African Monitor team as well as the South Africa CSO Working Group on SDGs to conceptualise, plan, market and undertake a study on Multistakholder partnerships on SDGS.

Specific tasks related to a study and consultations on the modalities and key principles for the National Development Stakeholders Forum (NDSF) for SDGs are highlighted below.

Key Tasks
The following will form the key tasks of the Senior Expert:
Draft the  key principles and modalities  for an establishment  of the National Development Stakeholders Forum (NDSF)
Undertake  a key informant  interview/  focus  group  discussion on MSPs ( provided  questions)
Interface with the reference group  on MSP and  the Global  forum
Assist with a peer learning and exchange conference with established MSPs (Germany or Finland) in partnership with Global Forum.
A report on the key principles and modalities for South African National Development Stakeholders Forum (NDSF) submitted to DPME.
Write one policy  brief on  reconstruction  and  recovery plan   plus   provide editorial services
Deliverables

It is expected that the work of the Multistakholder Expert will result in the following milestones:
A  draft  report on  key principles and  modalities for  the establishment of the National Development Stakeholders Forum (NDSF)
Regular interface with  reference group
Host two workshops on MSP
One policy  brief on  recovery  plan
Provide editorial  services
Two newspaper  articles  or opinion  pieces  produced
Desired profile

Education

An advanced university degree (at least Master’s degree or PhD) in Public Policy, Economics, International Development Studies, or any related field.

A minimum of 10 years of relevant work experience related to public policy  or  international  development

Competencies:

Experience working with South African government structures.

Strong understanding of the international, regional and local development issues.

Extensive experience in  planning  and implementation  of  high level research work

Capability to negotiate with  various  stakeholder

Experience in effectively facilitating the collaborative work of a wide range of stakeholders, including government and development partners.

3.TERMS OF REFERENCE FOR Community Dialogue Facilitator(Learning and dialogue facilitator)

African Monitor seeks the services of an experienced community dialogue Faciliatator in South Africa, to convene three provincial community dialogues.  The main function to support he African Monitor team to as well as the South Africa CSO Working Group on SDGs to conceptualise, plan, implement the community consultation on post- covid 19 recovery.  Specific tasks related to community dialogue coordinator ask are highlighted below.

Key Tasks
The following will form the key tasks of the:
Support the planning and implement the community consultations on  post- covid 19  recovery  in three provinces
Depending on Covid 19 progress and where necessary facilitate the community consultations
Provide administrative  ,  operational and logistic support  to community consultations  (TOR, contracts, etc)
Develop research instruments  for the community consultations
Qualitative data capture and analysis  of the outcomes of community hearings
Write a paper  on Grassroots perspective on the  better recovery based the  provincial consultations
Contribute  to the  reconstruction and  recovery plan   policy brief

Deliverables
It is expected that the work of the Community Consultations Coordinator will result in the following milestones:
Three community hearings hosted in three provinces
A  research report based on community consultations
Regular interface with  AM  team
One  policy brief  produced
Two newspaper  articles  or opinion  pieces produced
Desired profile
Education
An advanced university degree (at least B.A Honours degree) in Social Sciences,  Public policy, Economics, International Development Studies, or any related field.
A minimum of 3 years of  demonstrated relevant work experience related to community development ,  public policy  or  development
Competencies:
Experience working with South African government structures.
Strong understanding of the local development issues.
Extensive experience in  Planning  and implementation  of  community consultations
Experience  community research, analysis and   project management
Experience in effectively facilitating the collaborative work of a wide range of stakeholders, including government and development partners.
Fluency in more than one South African languages
Excellent written and verbal communication skills
