The Commonwealth Secretariat seeks to appoint an Adviser and Head of Public Sector Governance in our Governance and Peace (GPD) Directorate. GPD is the lead Directorate in the Commonwealth Secretariat for the promotion of democracy, human rights, rule of law and good governance in the Commonwealth.

The Adviser and Head of the Public Sector Governance Section leads a dynamic team of thematic advisers and programme support staff who provide valued advice and technically competent assistance in response to Commonwealth Heads of Government policy mandates and member countries’ public sector development needs.  The Adviser and Head leads and coordinates the strategic management of the Section’s thematic programmes by setting strategic direction, fostering teamwork and collaboration, and monitoring and evaluating results.

The successful candidate will lead the Section, establishing partnerships and building networks with member countries, multilateral and donor agencies, and other international stakeholders. S/he will provide strategic advice on pan-Commonwealth, regional, and country issues to facilitate development of an integrated programme of technical assistance and capacity building, organise, guide, and oversee the work of the Section staff and teams; encourage research, development, and publication of thematic works and case studies on good practice; and participate in and play an active role in the Secretariat’s Senior Management Group.

To be considered, you will have a post-graduate degree in Governance, Public Administration, Business Administration, or related Social Science discipline, including proven specialist knowledge in governance and public sector development. You will also have at least twelve years’ senior management experience in the civil service or international development community, including a proven track record in public sector reform and strategic management; working knowledge of developing country public administration systems; extensive experience in managing professional staff and leading multi-disciplinary teams to high standards; and experience in international development assistance work and of reforms in Commonwealth countries will be an advantage.P
