We have an excellent opportunity for and Adviser and Head, Debt Management Unit, to work within our Economic, Youth and Sustainable Development Directorate

The Economic, Youth and Sustainable Development (EYSD) Directorate is responsible for the Commonwealth Secretariat’s programmes on contemporary and emerging global, regional, and national economic, environmental, and social development issues.

The Debt Management Unit (DMU) within EYSD Directorate provides an integrated system  of technical assistance in debt management through policy advisory support, capacity building activities and provision of debt management solutions for strengthening and reforming debt management framework, policies and operations.  The DMU is responsible for delivering software solutions, customised advisory services and training to sovereign and sub-sovereigns based on good international practice facilitated through a portfolio of technical assistance projects on public debt management. 

The successful candidate will lead, direct and manage the Debt Management Unit to deliver technical assistance projects on public debt management and fiscal policies, ensuring that these projects meet agreed objectives and targets in a manner which achieves maximum impact and value for money towards strengthening public finance management in member countries. The post holder will be responsible for the management of human and financial resources allocated for the programme and will provide strategic guidance for the development and use of debt management systems. The post holder will lead the public finance policy advisory support, design and the execution of capacity building activities, for the benefit of member countries.

To be considered for this opportunity, you will need to have a post-graduate degree in Economics or Finance and a minimum of 10 years of extensive and practical public debt management experience, gained by working in Finance Ministry, Central Bank or a relevant International Organization. You will need 10 years experience of directing a multi-disciplinary team of professionals engaged in policy, operations and analysis; sovereign debt market operations; and public financial management processes in government or an international organization. You will also need excellent written and verbal communication skills and experience of writing analytical and advisory reports. Please refer to the job description for full details.
