KEY DELIVERABLES:


The purpose of the Administrator: Supply Chain Management is to provide administrative support for the organisations’ procurement of goods and services.

  • Provide vendor administrative and project coordination support to Supply Chain Management unit;
  • Handle quantity management aspects pertaining to the receipt of goods procured by the organization;
  • Assist to ensure that the NHBRC does business with complaint and capable service providers/vendors by loading new suppliers, deleting, blocking and non-Compliant suppliers;
  • Maintain an updated list of targeted and non-targeted vendors;
  • Assist the Supply Chain Unit with categorizing the targeted supplier database in terms of disability, BBBEE, Youth Ownership etc;
  • Conduct checks to ensure vendors are compliant;
  • Provide administrative support in the bid/quotation process;
  • Handle correspondence and enquiries relating to the Supply Chain Management Unit;
  • Maintain the Unit’s records and files;
  • Produce the Unit’s reports;
  • Prepare the Unit’s meeting, agendas and take minutes;
  • Organise workshops and other events and functions of the Supply Chain Management;
  • Provide administrative support for the implementation of bid processes and procedures, including the development, evaluation and adjudication of bids, and contract management;
  • Handle invitations ad logistics of Supply Chain Management Unit;
  • Maintain records of relevant declarations and conflicts of interest;
  • Performance all functions as delegated by the Supply Chain Management Officer from time to time;
  • Assist suppliers with registration on CSD (Central Supplier Database) and NHBRC database as per the requirement of the policy;
  • Assist in database development and maintenance;
  • Liaise with suppliers and take them through the process to ensure that registration is correct and complete;
  • Ensure documentation and correspondence is correct;
  • Communicate with Suppliers to ensure they are compliant;
  • Confirm registration of suppliers and follow up if necessary;
  • Record codes for CSD and NHBRC databases;
  • Maintain file of supplier information;
  • Assist in ensuring a clean audit on vendor management and rotation;
  • Responsible for mitigation of vendor database and risks as identified by auditors and or the NHBRC/Audit Unit;
  • Assist with the compiling of mandatory reports and information;
  • Ensure compliance with internal and governmental controls and regulations.
  • Track commitments, report deadlines and manage follow-ups;
  • Process all documentation according to company policies and procedures as well as document control principals, within specified set time frames to ensure compliance;
  • Promptly and attentively respond to customer requests within established parameters and time frames;
  • Assess or check with customer to ensure solution meets request;
  • Promptly provide responses for all internal and external stakeholder queries accordingly.

MINIMUM REQUIREMENTS

  • Grade 12;
  • Minimum related 3-year Diploma or Degree preferably in Commerce/Finance or Supply Chain Management/ Public Administration/Accounting/Cost Accounting, Logistics,
  • At least two (3) years Procurement/Supply Chain Administration experience preferably within PFMA and National Treasury background;
  • Good knowledge or regulations guiding procurement, incl. PFMA, BBBEE, PPPFA and Treasury regulations;
  • Microsoft Suite (Intermediate)
  • SAP will be an added advantage

APPOINTMENT

The above-mentioned position will be offered on a permanent basis with a Total Cost To Company package.
