MAIN PURPOSE OF THE JOB
To provide guidance and supervision in the implementation of guidelines and procedures that govern finance and administration systems.
MAIN DUTIES
- Coordinates Implementation of Financial Management Policies, Guidelines, and Systems
1.1 Compiles the divisional budget.
1.2 Implements the divisional budget.
1.3 Makes logistical arrangements for budget speech dissemination. - Coordinates Implementation of Administrative Procedures and Guidelines
2.1 Coordinates the implementation of the public assets maintenance plan.
2.2 Provides guidance on the implementation of the procurement plan.
2.3 Compiles the procurement plan.
2.4 Coordinates the implementation of the security plan to safeguard government property and assets.
2.5 Produces reports on matters relating to maintenance and loss of public assets.
2.6 Coordinates the updating of the assets register and makes recommendations on procurement and disposal of public assets. - Coordinates Implementation of the Transport Policy
3.1 Provides guidance in the implementation of the transport policy. - Provides Logistical Support for Ministerial Events
4.1 Compiles event budgets.
4.2 Develops work plans for events.
4.3 Participates in preparatory meetings for events. - Manages External and Internal Communication
5.1 Provides guidance on information dissemination.
5.2 Facilitates records management guidelines.
5.3 Establishes systems for circulation of external and internal correspondence. - Coordinates Divisional Activities
6.1 Compiles divisional work plans.
6.2 Compiles sectional training plans.
6.3 Appraises administrative staff.
ADDITIONAL DUTIES RELATED TO SCHOLARSHIP ADMINISTRATION
- Facilitation of Payments of Tuition
1.1 Liaises with all local institutions to process 25% tuition and accommodation claims for the first two months of the academic year.
1.2 Drafts letters to institutions to submit registration lists, invoices, and accommodation statements for payment.
1.3 Drafts letters to banks to process payments for tuition and accommodation.
1.4 Liaises with institutions to submit lists of students due for attachments and initiates payments.
1.5 Receives reconciled payments and prepares grant budgets based on submitted fee structures for efficient fund allocation. - Overseeing Renewal for Continuing Students
2.1 Recommends and effects changes such as withdrawals, terminations, deferments, or programme changes based on institutional results and student requests. - Preparation of Budget
3.1 Participates in departmental budget discussions for proper grant budgeting based on institutional fee structures. - Supervision of Subordinates
4.1 Allocates tasks and responsibilities to subordinates.
4.2 Facilitates the drawing of individual work plans for operational effectiveness.
4.3 Convenes meetings to assess performance and address deficiencies.
4.4 Prepares sectional training plans based on Training Needs Assessment (TNA) results.
JOB SPECIFICATION
Education and Training
- Master’s Degree in Public Administration / Business Administration PLUS at least two (2) years’ experience in bursary administration
OR - Honour’s Degree / Postgraduate Diploma in Public Administration / Business Administration PLUS at least three (3) years’ experience in bursary administration
OR - Bachelor’s Degree in Public Administration / Business Administration PLUS at least five (5) years’ experience in bursary administration
