Job Summary
Under general supervision of the Administration Manager, the incumbent is responsible for providing advice on matters relating to administration affairs of the Ministry, administration of ministerial fixed and movable assets, preparation of the divisional budget, installation and management of communication facilities, and supervision of administrative staff.
Main Duties
1. Advises on Administrative Issues Pertaining to Smooth Running of the Ministry
- Provides administrative support function to the Ministry
- Oversees and administers day-to-day activities of the Administration Programme
- Develops administration policies, procedures, and systems which ensure efficient operation
- Facilitates international travel for all members of staff
2. Administration of the Ministerial Fixed and Movable Assets
- Designs and develops administrative guidelines in line with the relevant Public Service rules and regulations to facilitate rational and productive use of ministerial material resources
- Coordinates and attends Housing Committee meetings and participates in committee discussions, as appropriate
- Advises the Human Resource Department on staff allocated ministerial houses for processing of rent deduction casualty returns
- Liaises with the Principal Technical Officer for maintenance of fixed assets of the Ministry
- Liaises with Senior Management and Heads of Programme to ensure that all departmental staff are well accommodated in terms of office space
3. Oversees Management and Allocation of Ministry Vehicles
- Facilitates scheduling of service and repair of ministerial vehicles
- Facilitates ordering of vehicles and replacement of existing ones
- Ensures the security of vehicles of the Ministry
- Facilitates hiring of short-term vehicles
- Ensures that accidents are properly reported and accounted for
4. Communication Facilities
- Liaises with sectional heads to ensure that all eligible officers have required communication facilities installed to enable internal and external communication with stakeholders in pursuit of ministerial goals and objectives
- Designs and develops guidelines on proper utilisation of ministerial communication facilities and equipment to prevent wasteful use
- Maintains and evaluates, on a monthly basis, utilisation of ministerial communication facilities and equipment to identify areas for improvement and take necessary action
5. Preparation of the Administration Division Budget
- Facilitates timely budget preparation of the division in accordance with the departmental annual work plan
- Monitors how the Ministry’s budget has been prepared to ensure that it aligns with both departmental work plans and set budgetary guidelines
- Negotiates and defends the departmental budget annually during Ministry budget discussions to secure necessary funds for departmental activities
6. Health and Safety
- Coordinates sports and recreational activities in the Ministry
- Ensures that offices and surroundings are clean
- Ensures that fixed assets of the Ministry are secure
7. Supervision of Subordinate Staff
- Conducts annual performance appraisal on individual supervisors under his/her supervision and establishes strategies to guide their training and development to promote functional competence and effectiveness
- Guides subordinate staff in the consolidation of Administration budget estimates
Job Specification
- Master’s Degree in Public Administration / Business Administration
