ACFS is one of the oldest NGOS in South Africa that is supporting poor and vulnerable children to achieve their full growth and learning potential by supporting them through their nutritional needs as well as school and after care support as well as skills development programmes.

ACFS seeks to appoint a Programmes Manager to be based in Johannesburg.

Pay Grade: Senior manager level as per ACFS’s Remuneration Policy Framework

Report to: Executive Director

The purpose of the ACFS programme work requires both strategic and operational coordination to ensure that the organisation grows its capacity and deepens the impact of its work.

Responsibilities:

Programme function

Manage and oversee the design and delivery of ACFS’s programme units, namely:

  • Nutrition and health,
  • Enabling early childhood development and early stimulation
  • Education support interventions
  • After care and Homework support
  • Skills development and poverty alleviation

50% Programmes Operations Management

  • Ensure that clear operation Plans are in place, and understood across the work streams and programme areas of ACFS
  • Manage all programme units for programme delivery and administration, providing support to ensure delivery on ACFS’s goals, objectives, programmes and strategic plans
  • Feed programme information into strategic planning processes as well as proposal development initiatives
  • Link between research and development and programme managers around quality and contextual issues, reality-testing
  • Link between finance, admin and programmes for resourcing. Clarify details of programme activities for costing
  • Monitor utilisation of time and promote time-consciousness.   Negotiate cross team support to ensure that tasks are completed timeously and cost effectively
  • Link between Executive Director and programmes for delivery, staff support needs, utilisation of posts, changes and deviations from goals, growth of work – potential for new or extended projects
  • Weekly meetings with Director
  • Institute monthly management reviews to strengthen communication and address policy issues, strategic programming issues and to discuss management accounts and financial overview
  • Ensure that monitoring and evaluation plans and tools in place at start-up of projects and that there is cohesiveness across programmes
  • Map Resource needs and provision for programmes
  • Timely monitoring of progress against implementation
  • Plans and corrective action taken as necessary and as timeously as possible

30% Project Monitoring, Evaluation and Reporting

  • Monitoring and Evaluation Strategy aligned to proposal and reporting stipulations
  • Monitoring and Evaluation Tools work-shopped with teams
  • Monitoring and Evaluation resources mapped out and provisioned for from the start
  • Timely monitoring of returns to ensure accuracy and quality
  • Timely monitoring of progress against Operation Plans and corrective action taken as necessary
  • Timely synthesis of data in line with reporting schedules
  • Keep track of reporting deadlines and requirements
  • Scrutinise reports for accuracy, consistency and compliance with requirements. Check fullness and depth of reporting against actual activities and context by engaging with the unit managers and in their absence, relevant team members
  • Reports to clearly indicate progress as well as deviations and work outstanding in relation to goals
  • Ensure that financial reports are informed by progress reports. (Financial reports are done by finance team)
  • Project Research when required

20% Management and Administration

  • Attend and prepare relevant project meetings
  • Attend and prepare for management meetings
  • Attend and prepare for project meetings
  • Keep records organised and intelligible
  • Work with staff to develop filing and records systems that lead to a well-documented information management system
  • Attend sector and donor meeting as directed from the Executive Director from time to time

Requirements:

  • Three years’ or senior management experience within the NGO and or Community development sector
  • Understanding of socio-economic, development, community development programmes and interventions and the impact it has on communities
  • Determining and ensuring programme quality is a key feature of this position
