Background

Since 2018, the Government of Lesotho (GoL) in partnership with United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP). A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019. The NRA Act 2019 section 4 states that there is established authority to be known as the National Reforms Authority which shall have such powers [section 7 (1) – (3)] and perform such functions [section 8 (1) – (2)] as are necessary for the attainment of the objectives of this Act while section 12 (1) states that the Authority shall perform its functions within a period of one year from the date of the constitution of the Secretariat.

The National Reforms Authority is a statutory body established by an Act of Parliament (The National Reforms Authority Act No. 4 of 2019) to manage, coordinate and lead the reforms process in the implementation of the resolutions and decisions of Plenary II.

The Authority is looking for highly self – driven professionals to fill the following positions;

JOB TITLE : Accountant

NUMBER OF POSITIONS :1

REPORTS TO : Finance Manager

PRIMARY PURPOSE OF THE POSITION
• Maintenance/processing of payments; maintaining /processing of payroll; processes purchase order/ invoices/receiving reports, check requests for payment and performs accounts receivable billings and reconciliations. Receipting and posting of receipts

Specific Duties and Responsibilities:
• Receive and verify invoices and requisitions for goods and services and posting of those invoices
• Processing of payment & verify that transactions comply with financial policies and procedures
• Ensure that all the purchase requisitions have quotations, orders, good received note and invoice.
• Processes accounts payable monthly (data entry, verif cation, reconciling, updating)
• Process monthly payroll
• Record and post all cheques in to the cash book
• Maintain the general ledger
• Maintain and update the f xed asset register
• Ensure that the Pastel is updated with invoices and receipts from debtors
• Receipting and posting of receipts.
• Posting of debtors invoices and issuing of debits and credit notes
• Review and reconcile debtors’ accounts daily.
• Reconcile the debtors age analysis with the General Ledger
• Review staff debtors on monthly basis, and ensure that all amounts due are recovered after every payroll run.
• Ensure Staff debtors do not have arrears.
• Perform daily banking
• Process general ledger reconciliation

Minimum Requirements:
• Degree in Financial Management/Accounting/B.Com. Accounting/CAT or related f eld
PLUS
• At least 5 years’ relevant experience.
OR
• Diploma in Financial Accounting/CAT/ or related f eld

PLUS
• Minimum of 6 years’ relevant experience.

CONTRACT DURATION FOR THIS POSITION IS:
• 3 Months Fixed term contract.

WORKING CONDITIONS OFFICE BOUND/ON-SITE/TRAVEL
• By nature of this position, travelling will be required.
