VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:
- Position Title: District Education Manager
- Grade: I
- Number of Positions: One (1)
- Responsible To: Regional Inspector
- Duty Station: Maseru (with readiness to work in any district)
Job Summary
The District Education Manager shall serve as the Head of the Education Sector in the district. The incumbent reports technically to the Chief Education Officer – Primary and administratively to the District Administrator. S/He will provide strategic leadership and manage all education programs in the assigned district, ensuring compliance with education policies and alignment with national priorities.
Main Duties
1. Performance Management
- Develops the district’s operational plan in collaboration with other District Officers
- Facilitates development of annual work plans and appraises the work of all officers under direct supervision
- Monitors implementation of the annual operational plan
- Evaluates results and produces annual reports
2. Fiscal and Physical Resources Management
- Assesses the need for fiscal and physical resources in the district
- Prepares budget and facilitates acquisition of resources
- Monitors utilization of the district budget and other resources
- Manages and facilitates maintenance of assets in the District Education Resource Centre
- Advises on disposal of equipment
3. Oversight of Education and Facilities
- Monitors implementation and compliance with Ministry policies
- Supports various education programs including:
- Curriculum Implementation
- Quality Assurance
- School Feeding
- School Supply Unit
- Early Childhood Care and Development
- Non-Formal Education
- Special Education
- Notifies the Chief Education Officer on establishment, upgrading, transfer, or closure of institutions
- Disseminates information between the Ministry and stakeholders
4. Facilitation of Education-Related Activities
- Represents the Ministry in district forums such as:
- Covid-19 District Response Team
- District Immunization Steering Committee
- District Child Protection Team
- District Health Management Team
- District Disaster Management Team
- Acts as the Ministry’s focal person in the district
- Serves as the Chief Accounting Officer at district level
- Performs other duties as assigned by Local Government Services and Ministry of Education and Training
Job Specification
Qualifications:
- Master’s Degree in Education with three (3) years’ experience as an Inspector
OR - Bachelor’s Degree in Education with five (5) years’ experience as an Inspector
Knowledge, Skills and Abilities
- Personal leadership
- People leadership
- Public sector leadership
- Experience in school inspection and instructional supervision
- Familiarity with:
- Lesotho Public Service Rules and Regulations
- Financial Regulations
- Education Act and related regulations
- Performance Management System
- Basic computer literacy
- Readiness to travel and work in all parts of Lesotho
