Phase II of the Lesotho Highlands Water Project (LHWP) involves large scale civil engineering, socio-economic and environmental components and it is envisaged that construction of a project such as this will inevitably have both negative and positive consequences on the public health in the area, surrounding towns and villages. A Health Impact Assessment and Public Health Action Plan (PHAP) have been completed by LHDA, which indicate the health impacts of the project and recommended mitigation strategies to address them.

LHDA invites applications for the position of a Public Health Specialist for a contract duration of five (5) years, to lead a team in the implementation of a Public Health Action Plan. The successful candidate will be contracted to LHDA as a Consultant, and will report to the Divisional Manager – Phase I, through the Project Management Unit Discipline Lead in Public Health. The PHS will also liaise directly with the Polihali Operations Branch Manager for the administration of the public health programme, specifically on functions related to human resources and financial management.

POSITION/LOCATION: Public Health Specialist – HR/PHS/14A/10/23: Lesotho, Mokhotlong

SUMMARY JOB PURPOSE

The Consultant will assist the LHDA with the implementation of the PHAP, in a manner that

facilitates knowledge transfer and capacity building of District Health Management Team such that the responsibility for performing these services can be completely transferred to local authorities upon completion of the contract.

LEVEL OF EFFORT

The successful candidate shall be engaged for an initial period of one-year, renewable up to a maximum of three years, based on satisfactory performance. The PHS is expected to be based in

Mokhotlong for the duration of his contract. He/she will indicate, as part of his application, how he envisages his involvement for management of the implementation of the PHAP within a period not exceeding three years.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Diploma in Nursing and Midwifery, augmented by a Postgraduate qualification in Public Health or related field. The candidate should also have fifteen (15) years’ experience in Public Health, Primary Health Care, Project Management; with special interest in maternal and child health, sexual and reproductive health, epidemiology, HIV/AIDS, community outreach, nutrition, as well as referral systems.

OR

Degree in General Nursing and Midwifery, augmented by a Postgraduate qualification in Public Health with ten (10) years’ experience Public Health, Primary Health care, Project Management; with special interest in maternal and child health, sexual and reproductive health, epidemiology, HIV/AIDS, community outreach, nutrition, as well as referral systems.

Master’s in Public Health (MPH) will be an added advantage

The successful candidate should have at least five (5) years’ as a Public Health Consultant in a large infrastructure project.

Essential Requirements for the Post:

The incumbent must be a Public Health Practitioner with experience in Lesotho’s health system, a good understanding of the functions of a district hospital and ability to design and conduct primary health care in rural and remote communities.

Knowledge of Sesotho culture and language is an added advantage
