TERMS OF REFERENCE                           

TRAINERS FOR APPLICANTS OF  BUSINESS PLAN COMPETITION  

1. BACKROUND 

The  Basotho Enterprises Development Corporation (BEDCO) is a parastatal of the Government of Lesotho within the Ministry of Small Business Development, Cooperatives and Marketing (MSCM). It was established by the BEDCO Act No.9 of 1980, as amended. The core BEDCO mandate is “the establishment and development of Basotho owned business enterprises with particular emphasis on the promotion of entrepreneurial skills”.  BEDCO’s focus is to assist the Basotho small- and medium-sized enterprises (SMEs) to develop entrepreneurship, business, and management capabilities through providing support via training; business consultancy and counselling; technical and financial assistance; machines, equipment, and workspace for hire; subcontracting; and raw material procurement.

In order to achieve their mandate BEDCO performs the following functions:

     – Facilitation of the establishment and growth of Micro, Small and Medium Enterprises (MSME)s.

     – Promotion and entrenchment of an entrepreneurial culture in Lesotho.

     – Facilitation of the establishment of incubation services.

     – Advocacy for an enabling regulatory framework and appropriate licensing regime for MSME.

     – Enabling access to finance and markets.

In 2018 BEDCO received support from the African Development Bank through the Government of Lesotho under the “Economic Diversification Support Project (EDSP) – Promoting Enterprise Development (PED) to support the growth and development of MSMEs in Lesotho”. The project has been completed and delivered the following:

       (i)   The provision of seed capital through a Business Plan Competition to ten (10) MSMEs,
       (ii)  The development of a business incubation strategy, Business Development Service (BDS) strategy, a
              virtual incubation system and the incubation of the of the ten (10) MSMEs. and
       (iii) The development of a business development growth strategy including the capacitation of twenty (20)
              Basotho Business Development Service Providers (BDSPs) for enterprise development.

In order to build on the successes of the PED project and to facilitate the recovery of the Lesotho economy especially post the COVID-19 pandemic, BEDCO in collaboration with EDSP intend to upscale business support to the MSMEs. This support offers a comprehensive solution to the issue of inaccessibility of finance and enterprise development support faced by Basotho start-ups and entrepreneurs. The project aims to support Basotho youth between the ages of 18 and 35 and women between the ages of 36 to 40 who want to start or expand their businesses in all the ten districts of the country. The area of focus for the enterprises should be in the priority sectors of manufacturing, agriculture, tourism, ICT and renewable energy. The programme is targeting 50 enterprises in 2022.

1. OBJECTIVE

The main objective of of the assignment is to engage sixteen (16) Business Development Service Providers (BDSPs) who are going to train 200 Business Plan Competition applicants for the second cohort in Development and understanding of the entire process of business planning.  The purpose of the training is to equip applicants with skills to write the bankable business plan, skills to develop pitch decks and techniques to pitch the business plan to the panel of adjudicators.

2. SCOPE OF WORK

Working together with BEDCO team, the BDSPs are expected to develop the training programme based on the BEDCO Business Plan Development Manual and deliver the training based on the approved training programme by BEDCO.  In particular, the trainers are expected to perform the following tasks:

(i) Undertake desk research and analyze all the necessary documents/training modules, training materials to fully understand the ground situation and existing training material.

(ii) Prepare a well written and comprehensive 5-day training programme complete with objectives, content/topics outline, methodology, schedule/lesson plans, daily and end of training assessment, etc,

(iii) Develop  and submit training management tools such as end of sessions/day assessment tools to facilitate participants feedback, end of training evaluation tools, etc.

(iv) Deliver  the training for 5 days to a group of around 25 participants.

(vi) Provide  after care support to candidates during the time they will be improving their business plans to submit for evaluation.

(vii) Write a detailed end of training report that encompasses feedback and lessons learned from after care one on one support. The report should also make recommendations for future improvements. 

4. DELIVERABLES

The trainers are expected to submit the following deliverable:

        – Training programme compiled by 2 consultants paired to facilitate the training.

        – Training materials.

        – Training tools to be used trtaining

        – Daily attendance register signed by each participant.

        – Detailed End of training report with a daily attendance register signed by each participant, used training tools and their analyses.        5. COMPETENCY AND EXPERTISE REQUIREMENTS

The Business Development Service Provider should be an accredited or certified by a recognised institution. The applicant should have diverse experience in the provision of Business Development Services. The Business Development Service Provider should have the following competencies and expertise:

At least  3 years’ experience providing business development services to MSMEs.

           – Have at least 3 years’ experience in business plan training and business plan development for MSMEs.

           – An  adequate knowledge of Lesotho entrepreneurship ecosystem.

           –  Have gone  through training of trainers for entrepreneurs and accredited or certified as a trainer by a recognized Institution. 

           – Have experience working with youth enterprises.

The  BDSP should be in possession of the following:

          (a) Bachelor’s degree in Business Administration or similar field,

          (b) Master’s degree in Business Administration or similar field is an added advantage.

          (c) At least 3 years practical experience in enterprise development related job.

          (d) Evidence of business management, entrepreneurship, and business planning trainings.

6. TIME-FRAME

The assignment is scheduled for 15 working days including training preparations, conducting the training, after care support and writing the training report.
