Tender for the Improvement of Mpilo Boulevard Intersections and Links


Description of Works

The Maseru City Council, under Ministry of Local Government and Chieftainship as an Implementing Agency for implementation of Infrastructure Programs for Government of the Kingdom of Lesotho, wishes to invite tenders for the Improvement of Mpilo Boulevard Intersections and Links which comprise of construction of New Road Links, vehicles’ flyover bridges, Underpass, exclusive pedestrian bridges and signalisation.


Category A Road Contractors registered with the Ministry of Public Works and Transport and equivalent International Contractors.

It is a further condition of the Tender Invitation that the tender must be accompanied by the following copies of documents:

  • Valid Income Tax Clearance  Certificate and VAT Clearance  Certificates certified at source       ( issuing authority )
  • Valid  Trader’s License certified at source(issuing authority)
  • Tender Guarantee of  M150 000-00
  • Power of Attorney (With Notary Seal)
  • Proof of Payment of MCC  service fees for the financial year 2018/219; obtainable at source

Failure to furnish any of the above documents at the time of tender opening will mean immediate disqualification of the tenderer. Thus all tenderers must have representation during the opening of tenders.

Sale of Tender Documents

Tenders documents will be available from Monday 01st April 2019 at the office of Maseru City Council, Office of City Treasurer, level 2, Moon Star Building, Kingsway, near Main Traffic Circle.

The cost of tender documents is M8000-00 per set (Non-Refundable)

Compulsory Site Visit

A compulsory site visit will be conducted on 24th April, 2019. All tenderers will be required to attend this pre-tender site visit; it will be the responsibility of each tenderer to ensure that his/her attendance is recorded by the Engineer conducting the site visit.

Before start of the site visit, all tenderers will assemble at Moshoeshoe Statue (Behind Bank Tower) for briefing by the Engineer. The Engineer will then lead the conducted site tour of the project road. Tenderers will provide their own transport to and from the site, including the conducted tour. Questions from the tenderers will be forwarded to the Engineer, who will answer all questions within three working days after receipt.  Answers will be distributed to all tenders who attended the tour and signed the attendance register.

Submission of Tenders

Receipt of tenders will close at 12h00 on Thursday 17th May, 2019. Tenders should be deposited in the Tender Box on level 3, Moon Star Building, Kingsway, Maseru near Main Traffic Circle, before the stipulated closing time.

Tenderers should submit their tenders in sealed envelopes marked: “Tender for the Improvement of Mpilo Boulevard Intersections and Links”. Late, emailed and faxed tenders will not be accepted. No other information will be written on the Envelope for the tender to be acceptable.

Tender Opening

Tenders will be opened at 12h15 on the same day 17th May 2019 at the Boardroom of Maseru City Council, Level 3.

Maseru City Council is not bound to accept the lowest or any tender.

Tenderers are informed that on a tender notice published in the Sunday Express Newspaper – Vol: 10 Issue 50, dated March 31-April 6 2019, submission of tenders is wrongly addressed.
