The Lesotho Highlands Water Project (LHWP) is a multi-billion Maloti/Rand bi-national project which was established by the Treaty of 1986 signed between the governments of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA). The LHWP includes large scale civil engineering, socio-economic, public health and environmental disciplines.


The Lesotho Highlands Development Authority (the implementing Authority of the LHWP), intents to procure the services of one (1) local external Social Expert to be part of a five (5) members’ Panel of Environmental Experts (POEs) for a three (3) year term. PORTFOLIO OF REQUIRED PANEL MEMBERSUMMARY JOB PURPOSEREQUIRED QUALIFICATIONS AND EXPERIENCE
Socio-economic and ResettlementTo serve as strategic independent quality reviewer. The
POE member (with other members) shall conduct
comprehensive and independent review of the adequacy,
technical quality, suitability and rigour of the technical
criteria, designs, monitoring methods and reports on social
issues.
Specifically, the POE member will be responsible for
livelihoods restoration and improvement programmes and
strategies of the LHWP.
Required Qualification and Experience
At least Master’s degree qualifications in socio-economics and/or
livelihood restoration or in a related specialist field with at least
Twenty (20) years of practical experience in planning, scheduling,
design of programmes/projects and implementation as well as
setting up monitoring and evaluation systems of such
programmes/projects within Lesotho and/or the SADC Region.
Preferred Qualifications and Expertise
A PhD or Doctorate degree in the relevant qualification or relevant
fields will be an added advantage. The candidates should have
practical and demonstrable knowledge of the norms, heritage,
cultural and socio-economic and livelihoods matters of Lesotho.
The candidate should be a Lesotho National.
