Lesotho is affected by the HIV epidemic, with a prevalence of 24.3% in adults aged 15 – 49 years in 2017. The National HIV response is guided by the National HIV and AIDS Strategic Plan, of which a new one covering the
period 2018 to 2023 has recently been drafted. The multi-sectoral approach in the national HIV response without efficient and effective central coordination leads to an uncoordinated and fragmented response. It is
imperative that national HIV responses routinely track HIV expenditures to determine if funding is directed to the most need. Lesotho has done two rounds of National AIDS Spending Assessments (NASA); one end of
2007/early 2008 and covering the financial years of 2005/6 to 2007/8 and another end of 2009/early 2010 covering the financial years of 2008/9 to 2009/10, and another one is planned for 2019.
2. Objectives and Scope of Work
The Government of Lesotho through the National AIDS Commission (NAC) and in collaboration with UNAIDS seeks the services of several Research Assistants to work with 2 Senior Consultants in the implementation of a National AIDS Spending Assessment (NASA) covering the periods 2015/16 – 2017/18. This exercise will be carried out from January to March 2019.
The research assistants will be responsible for data collection with in organizations involved in HIV and AIDS programmes and projects in Lesotho. They will be expected to maintain quality in data collection, cleaning and capturing; ensuring sound delivery of the project.
3. Skills and Experience
Interested individuals possessing a minimum qualification of a bachelor’s degree in Economics, Commerce, Accounting or similar qualifications should submit their application. Proficiency in MS Excel is a requirement.
Individuals with experience in data collection, interviewing, cleaning and capturing will have an added advantage. Knowledge of HIV and AIDS will also be an added advantage.
