The Position is based at SMD Mine, Kao.

The Job Purpose : To coordinate and direct emergency and preparedness and rescue activities, medical surveillance programme and to deliver First Aid, Basic life support and Fire Fighting training for Storm Mountain Diamonds Kao Mine employees. Monitoring of all hazardous chemical substances on site on monthly basis i.e. quantities, availability of MSDS’s, expiry and storage and compatibility studies. Assist in the overall implementation of the safety, health and environment program as well as all HIV/AIDS activities on site.

KEY PERFOMANCE AREAS

1. Emergency Preparedness Training:
• Training conducted for all sections
• Establish training plan/schedule based on risk assessment (HIRA)
• Develop training material in line with Red Cross Society for First aid
• Deliver Basic life Support training for clinic staff and other employees in accordance with Resuscitation Council of Southern Africa guidelines
• Deliver the training as per training plan/schedule using practical exercises
• Evaluate effectiveness of training and make adjustments to courses
• Arrange for outsourced training (first aid, fire, hazmat, vehicle extrication) and evaluate effectiveness
2. Emergencies Baseline Risk Assessments 
• Participate in carrying out baseline risk assessments to identify emergencies applicable to the mine and update accordingly
• Draw an action plan based on additional controls to be implemented
• Submit plans to H&S Manager for approval
• Develop plans covering drills and emergency reactions and obtain approval from H&S Manager
3. Rescue Team & Medical Emergency Equipment Management
• Participate in the development and updating of emergency team procedures
• Constitute a health emergency team
• Ensure that emergency team is adequately capacitated
• Coordinates emergency team drills periodically
• Ensure that emergency team members are legally appointed
• Identify, update emergency equipment requirements and keep inventory
• Periodically inspect and maintain emergency equipment in serviceable conditions
4. Emergency Response and Injuries Incidents Management
• Be alert at all time to respond to emergency call whilst on site
• Advise on appropriate resources to respond to emergencies 
• Participate in the assessment of adequate of appropriate resources for all areas relating to inherent emergency risks and advise management accordingly
• Maintain record and reports of drills and emergency responses
• Manage Corrective and Preventive Actions emanating from drills and emergency responses 
• Manage injuries and health emergencies and facilitate medical referrals
5. Hazardous Chemical Management
• Monitor Hazardous Chemical Substances
• Monitor chemical substances have material safety data sheets
• Check expiry date of chemicals
• Ensure users receive training on safe chemicals handling
• Monthly inspections of Hazardous chemicals stores
• Conduct and update Compatibility studies for chemical storage
6. Vehicle Management:
• Daily inspection and completion of Ambulance checklists
• Daily inspection and completion of Fire Fighter checklists
• Scheduled service maintenance of emergency vehicles
• Logbook 
7. Aviation Medical Management:
• Patient assessment to determine if patient met criteria
• Liaise with service providers including Lesotho Airforce for availability 
• Ensure the preparation for helipad met standard
• Safe practice for loading of the patient

EDUCATIONAL QUALIFICATIONS & RELATED EXPERIENCE
• Bachelor of Technology – EMC (B.Tech EMC) – BTech/BEMC or The clinician qualification, Emergency Medical Care (Bachelor degree in Emergency Medical Care)
• Registered as Emergency Care Practitioner with Lesotho Medical Pharmaceutical and Dental council 
• ATLS Certificate (Advance Trauma Life Support)
• ACLS Certificate (Advance Cardiac Life Support)
• Code 10 Driver’s license
• 2 years’ experience in accident and emergency management
