INVITATION TO REGISTER FOR Provision of SUPPLY OF goods and services FOR LMDA

Lesotho Millennium Development Agency invites submissions from local companies who would like to be included in the Agency’s common goods and services supplier database for an exclusive period of two years.

Due to continuous improvement and sustained service delivery, LMDA intends to pre-qualify vendors for the supply of goods and services. The inclusion on the list allows Vendors the opportunity to be directly solicited to do business with LMDA when a need arises without additional advertisements. However, Vendors should note that inclusion in the database of common goods and services does not automatically qualify the vendor to supply common goods and services. Selection of prequalified vendors will be engaged on rotational basis, as well as consideration for best value for money, good quality, acceptable delivery period and reliability using only suppliers that exist in the database.

The vendors should register for the following categories:
Categories Description
A Office Supplies – (Stationery)
B Supply and fitting of tyres
C ICT Supplies
D Advertising- (Print Media)
E Catering Services
F Panel beating, painting and breakdown services

The Invitation to register is restricted to service providers which are entities registered in Lesotho and have majority shareholding of 70 percent or above of shareholders who are of Lesotho descent.
AND
5 percent margin of preference for each category indicated below will be granted on the procurement of goods, works and services to bidders which are entities registered in Lesotho and have shareholders of Lesotho descent who fall within the following vulnerable groups:
5% Women; and
5% youth of 35 years or below at the time of bid submission; and
5% people with disability; and
5% where the bidder is a Small Medium Enterprises by virtue of its annual turnover of less than M100 000.00 per annum at the time of submission of bids;

Failure to meet the preferential treatment criteria shall lead to bidder forfeiting maximum of 20% of margin of preference.

Service Providers must submit proof of registration (certified at source) as business entities in Lesotho, provide, as part of the data for qualification, such information, including full official details of ownership and shareholding of the bidder; valid documents showing birth of origin of the bidder and or shareholders; valid identity documents of the shareholders; and proof of residence of the shareholders, tax clearance (certified at source) and proof of authorization of the signatories who will submit documents on behalf of the Service Provider.

Partial submission of proof of the above documents may require clarification

PREQUALIFICATION AND AWARD OF SERVICES
As part of promoting distribution of wealth, LMDA service providers shall be Prohibited from being awarded contracts once they have secured big–long term contracts with LMDA.

As such service providers shall not be prequalified for small purchases where they have been awarded contracts in the LMDA procurements that are above the M250,000 thresholds.

LIMITATION OF ENGAGEMENT OF SMALL PURCHASES SERVICE PROVIDERS
LMDA shall engage a service provider for a period of one (1) year which may be renewed for a further period of one (1) year;
The renewal shall not be for two consecutive periods.
Where renewal has been made for the second time LMDA will initiate a process of prequalification to obtain new service providers.
The terms of Reference (TOR) for Provision for supply of Goods and Services for LMDA are presented in Section I of the Invitation to register; more details on the services are provided in the Terms of Reference (TOR) to be obtained from the address mentioned in paragraph 9 below.
A compulsory pre-proposal meeting in the form of audio presentation shall be held on January 12th, 2021 at 12:00 am the connection details (Links) to the presentation will be shared by emails to all service providers who have shown interest by email indicating their desire to participate in the pre-proposal meeting presentations. LMDA shall either verify through electronic means or email communication that the prospective service providers have participated in the pre-proposal meeting by listening to the audio. The Links to the audio presentations will be shared on or before date of the pre-proposal meeting.

The quotation must be submitted as per the requirements listed in Section I (Terms of References). Also, note the TOR’s can be collected from the address mentioned in paragraph 9 below.

The Bidder should submit their bank account details with their quotation.
The deadline for submission of quotations at the address indicated above (paragraph 9) is January 19, 2021 at 15:00, Lesotho Local Time. Bidders may request clarifications/questions regarding the ITQ up to January 13th, 2021 at 15:00 Lesotho Local time. The LMDA will respond to clarifications requested/questions by January 14th, 2021. A link for submission of bids will be sent to prospective bidders who will be found to have listened to the compulsory pre-proposal meeting Audio.

LMDA staff, LMDA Board of Directors, Government Officials, civil servants (Individuals and Entities in which they have shareholding or they are partners) are not permitted to participate in the provision of goods and services under this Invitation to register.
