Invitation for Provision of Insurance Services for Antiretroviral Medicines at the National Drug Service Organization
The National Drug Service Organization (NDSO) is a Trading Account for the Ministry of Health in Lesotho. It is mandated to procure, store and distribute Medicines, Medical Supplies and Laboratory Consumables for the Health Institutions in Lesotho. NDSO was legally established through a gazette Supplement No.4 to Gazette No.19 of the 2nd March 2007. The Government Hospitals use their allocated funds for drugs, dressings and other allocations to buy the supplies from NDSO. These funds are used by NDSO to Procure Medicines, Medical Supplies and other Health Sector Goods from eligible Suppliers using the tendering method of procurement.
The Ministry of Health has obtained funds from the Global Fund to Fight Tuberculosis, AIDS and Malaria (GFTAM) towards the cost of Strengthening, Prevention and Control of HIV/AIDS in Lesotho and it intends to apply part of the proceeds of this account to payments under contracts for the Provision of Insurance Services to cover Antiretroviral Medicines, No. NDSO/ARV/INSURANCE/2018/11.
The National Drug Service Organization now invites tenders from eligible bidders for the Provision of Insurance Services to cover Antiretroviral Medicines valued at Thirty Million One Hundred and Fifty Lesotho Maloti stored at NDSO Warehouse, Seventy One Million Lesotho Maloti stored at NDSO Sub Warehouse at TY and Twenty Five Million, Two Hundred Thousand Lesotho Maloti per annum for transit consignments with a maximum of Hundred thousand per load from NDSO to different Hospitals and Health Facilities within the country for a period of Twelve Months and renewable for another Twelve Months period of the same premium upon availability of funds.

A complete set of bidding documents in English may be purchased by you and upon payment of a non-refundable fee of LSM1000.00 or USD74.00 at the address below. The method of payment will be cash, bank certified cheque, or telegraphic transfer to the bank account details below. Proof of purchase of bidding documents will be required for participation in the bid. At the Bidder’s option, Bidding Documents will be sent by courier services after payment of an additional amount equivalent to USD55.00 for delivery outside Lesotho and LSM800.00 for delivery within Lesotho. However, the Purchaser shall not be liable for late or non-delivery of the documents by the courier.
- The quotation validity period shall be ninety (90) days after the deadline for bid submission.
- Contract for insurance must be renewable with the same contract price for another 12 months period with initiated instructions from the purchaser.
- The currency to be used for quoting prices is: United States Dollar, European Euro, Lesotho Maloti or South African Rand. Bidders from the Rand Monetary Area* must be aware that at the time of effecting payments, their Invoice will be converted to South African Rand using the buyers rate from a commercial bank in Lesotho if they had quoted in United States Dollars or European Euros.
- Countries in the Rand Monetary Area include South Africa, Namibia, Swaziland and Lesotho.
- All Contractors are informed that their Submission must be in an ‘A4 Envelope’ and must contain only the Mandatory documents listed below:

The bid must be delivered to the address below at or before 1400 hours on 14th December, 2018. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address below at 1400 hours on 14th December, 2018.
