Assignment Title: Effects of the Agriculture Marketing (Wool & Mohair Licensing) Regulations (2018) on Wool and Mohair Industry in Lesotho

The Government of Lesotho is implementing a wool and mohair promotion project (WAMPP) with financial support from the International Fund for Agriculture Development (IFAD), OPEC Fund for International Development (OFID), Lesotho government and Lesotho National Wool and Mohair Growers Association (LNWMGA). The goal of the project is to boost the economic and climate resilience of poor smallholder wool and mohair producers to the adverse effects of climate change in the mountain and foothill regions of Lesotho.

The project is coordinated by the Ministry of Agriculture and Food Security (MAFS). It is jointly implemented by the Ministry of Small Business Development, Cooperatives and Marketing; Ministry of Forestry, Rangelands and Soil Conservation and Lesotho National Wool and Mohair Growers Association.

The overall objective of the study is to inform the Mid-term Review (MTR) by providing a better comprehension of the new regulation’s effect on the wool and mohair industry in Lesotho (including local farmers and associations) since its introduction in May 2018 and identifying potential challenges and opportunities for the sector within the new context.

The duration of the assignment is expected to be 12 weeks.

Services are therefore, sought from a firm with a proven knowledge on conducting qualitative data collection and analysis. The short listing criteria are:

  1. Five years experience in managing rigorous qualitative surveys
  2. Three years in managing rigorous qualitative surveys in rural development
  3. Experience in conducting qualitative studies on rural development projects (added advantage)

A consulting firm will be selected in accordance with the Quality and Cost Based Selection Method. Interested Consultants may obtain further information and/or Terms of Reference in writing at the address below during office hours i.e. 0800 to 1630 hours.
