Assignment Title: The Midterm Review Survey (MTRS) – Trainings Impact Assessment

The Government of Lesotho is implementing a wool and mohair promotion project (WAMPP) with financial support from the International Fund for Agriculture Development (IFAD), OPEC Fund for International Development (OFID), Lesotho government and Lesotho National Wool and Mohair Growers Association (LNWMGA). The goal of the project is to boost the economic and climate resilience of poor smallholder wool and mohair producers to the adverse effects of climate change in the mountain and foothill regions of Lesotho.
The project is coordinated by the Ministry of Agriculture and Food Security (MAFS). It is jointly implemented by the Ministry of Small Business Development, Cooperatives and Marketing; Ministry of Forestry, Rangelands and Soil Conservation and Lesotho National Wool and Mohair Growers Association.
The overall objective of the Mid-term Review (MTR) survey is to review and evaluate the implementation of planned project activities and outputs against actual results to date and, as far as possible, establish the initial project impact. The study proposed here aims to assess the impact of trainings provided across the three components of the project.
- Component A – Climate-smart rangeland management
- Component B – Improved livestock production and management
- Component C – Wool and mohair processing and marketing
The duration of the assignment is expected to be 12 weeks.
Services are therefore, sought from a firm with a proven knowledge on managing rigorous qualitative surveys and conducting qualitative studies. The short listing criteria are:
- Five years experience in managing rigorous qualitative surveys
- Three years in managing rigorous qualitative surveys in rural development
- Experience in conducting qualitative studies on rural development projects (added advantage)
A consulting firm will be selected in accordance with the Quality and Cost Based Selection Method. Interested Consultants may obtain further information and/or Terms of Reference in writing at the address below during office hours i.e. 0800 to 1630 hours.
