The Government of Lesotho is implementing the Smallholder Agriculture Development Project Additional Financing (SADP AF) with financial support from the World Bank. The Project Development Objective (PDO) is to ‘increase marketed output among project beneficiaries in Lesotho’s smallholder agriculture sector’. Two major outcomes are expected that would lead to achieving the PDO: (a) Agricultural market opportunities in the program area increased; and (b) Productivity and quality of market-focused crops and livestock from smallholders in the project area increased. The project, which is under the Ministry of Agriculture and Food Security (MAFS), would consist of three components: (a) Increasing Agricultural Market Opportunities; (b) Increasing Market-oriented Smallholder Production; and (c) Project Management. The project area consists of seven districts – Botha-Bothe, Leribe, Berea, Maseru, Mafeteng, Mohale’s Hoek and Quthing.
Under Component 2 (Technology Packages for Smallholder Farmers), the project amongst others, seeks to support the development and dissemination of technology packages that would address identified production constraints for smallholder farmers in the project’s seven target districts. To take advantage of specific expertise or approaches that are available among non-state actors but not in the government system, contracts will be provided to locally-based NGOs and private operators for introduction, further development and dissemination of new and innovative technologies coupled with training and support for smallholder farmers. To ensure technology transfer to the public extension service, it will be a requirement that government extension staff is fully involved through a partnership arrangement that would be specified in the contract.
- Objective of Assignment
The objective of the assignment is to:
- Introduce a parent stock or broiler multiplication center for production of fertile eggs for distribution to smallholder farmers.
- Promote introduction of fertile eggs production;
- Adoption and dissemination of the technology package for the benefit of smallholder farmers;
- Provide capacity building and technical support to beneficiaries for better adoption and application of the technology;
- Improve capacity of public sector extension agents who will be involved in the transfer of the technology.
The Lesotho Ministry of Agriculture and Food Security invites eligible consultancy firms with extensive knowledge and experience in boiler production to indicate their interest in providing the required services. Interested consultancy firms must provide information indicating that they are qualified and experienced to provide the services for which they are expressing their interest. Expression of interest should include the following which also constitute the shortlisting criteria:
- Company profile including name of country where a firm is registered and field of specialisation. (Company’s core business).
- Experience in broiler parent stock production
- Firms should include brief description of most recent and relevant assignments (location, cost, client and staff involved).
The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017 setting forth the World Bank’s policy on conflict of interest. Consultancies may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.
A consultancy will be selected in accordance with Selection based on qualification (CQS method) set out in the procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017.

Expressions of interest must be submitted in three (3) copies (one original and two copies) in sealed envelopes or by email to the address below, on or before 16:00hrs local time 30TH November 2018 clearly marked “Expression of Interest for consulting services – Production of fertile egg for broiler production”.
