The Land Administration Authority (LAA) is searching for a dynamic and experienced leader to join the organization in the role of Director General and Chief Executive Officer.

The Director General and Chief Executive Officer will work closely with the LAA Board serving as managing director for corporate operations and as a main link between the different divisions within the organization. The ideal candidate must have previous corporate management experience and a proven track record for effective team management and result-driven leadership. The position is based in Maseru. It requires good spoken and written Sesotho and English. A competitive and market-related remuneration package including non-contributory benefits is offered. Director General and Chief Executive Officer

Job Scope: To provide strategic leadership for LAA in line with the broad policy framework of the LAA Board and participate in formulating that policy and ensure its implementation by assembling and delegating to competent management team. To ensure that the obligations of the Authority are met as outlined in the Land Administration Act of 2010 through effective leadership, executive management and direction of the Authority in liaison with the LAA Board.

 Key Result Areas:
 Provide Strategic objectives and targets Develop and sustain a strong image of LAA in the market Ensure enforcement and compliance of  laws administered by LAA Support full implementation of business processes in LAA Coordinate implementation of the Business Plan and Strategic Plan Ensure prudent management of the LAA Budget Facilitate for staff recruitment, supervision, development and discipline Must effectively  control and utilise LAA resources Must coordinate and communicate LAA activities effectively Maintain memberships of international and regional Organisations Improve Lesotho’s ranking in the World Bank Doing Business  

 Skills and Competencies:
Strategic thinking and decision making skills: The ability to conceptualise and formulate corporate strategic intent, and to develop effective programmes for strategy execution, in complex environment, high in novelty, ambiguity and dynamism. The thinking time frame extends to ten years. Business skills: The ability to apply structure business and corporate experience to LAA and its (stakeholders and customers) environment, bringing a disciplined approach to increase revenue in line with estimated revenue potential, improved collection rate; and ongoing improvement of core business processes (quality of services; turnaround and /processing time and cost effective. Transformation and inspirational leadership skills: The ability to knit the top executives (senior professionals working in diverse fields) into an effective team, capable of initiating and managing change; and to develop and maintain a high-performance culture based on continuous improvement. Tolerance for ambiguity, capacity to satisfy the apparently conflicting requirements and demands of different stakeholder groups and retain understanding and support. “Bottom line” orientation: Ensures achievement of financial, business and operational performance goals. Communicates openly and displays empathy towards staff: Proven ability to lead and influence people directly and indirectly (including stakeholder representatives, senior staff, customers and members of the public, as well as policy- makers).   

Qualifications and experience 
Masters of Business Administration or Master’s Degree in Finance/ Public administration/ Economics or Urban and Regional Planning and (10) years’ experience in senior management position.Experience working in the land sector will be an added advantage. Having knowledge of international best practice and improving investment climate will be added advantage.
